Ms. Miller stated that a public process is not necessary and named the primary things we are
looking for: She listed the required services.
Commissioner Look felt that a newcomer would not know what input this Council has had
numerous times. This is a totally different, less tangible project. He felt there is a lot of benefit
that Landfonn can bring to the table. We can go out for 12FQ's - it will take a lot of time and
energy and we will probably come back to the same in the end.
Chairperson Dehen stated that part of the journey is about the process of being transpazent. We
are continuing to expand that scope. We picked one person because he had prior experience. He
stated he is about giving everyone an equal chance. This is just asking for proposals to get some
idea.
Commissioner McGlone stated #1: The first night you saw Landform, you asked why we aren't
giving everyone a chance. #2: He asked why someone couldn't get him a price on some land.
Why can't we discern what a piece of property is worth -what will the market bear? Anyone
coming at us should be able to see what it will cost. He asked for a dashboard.
Chairperson Dehen inquired when this will come back to which Ms. Miller replied October 26.
Commissioner Look made a motion to go with Landform.
Motion died for lack of a second. Commissioner Look withdrew his motion.
Commissioner Elvig stated that his concern is there aze things Commissioner McGlone asked for
that this next case will solve/answer. He understood both arguments.
Mr. Lazan, Landfonn, stated he brought forward a dashboard process. He explained the next
step would be to work with the Steering Committee. The dashboard and some of these pieces
would start right away. Much of what is in this RFQ could be started right away. Things should
have been going forwazd in the last two weeks.
Chairperson Dehen asked about getting a land price and wondered if staff couldn't do that
instead of having to hire a consultant to do that.
Ms. Nelson stated we know what land costs are. We aze talking about a dashboazd -that's Mr.
Lazan's product. There aze other pro forma out there - we know what land costs are. If someone
comes tomorrow we know what we want. What we aze looking at is the broader, long term of
the project. Ms. Nelson stated what we have talked about is the ability to have someone from the
development world to have this project out there for the brokers -come up with different
scenarios about what we could get out of this land -bring it to market and serve as the lead
person for this development. That's the piece Mr. Lazan has envisioned for us.
Discussion ensued relating to incentive-based compensation.
Housing and Redevelopment Authority /October 6, 2009
Page 11 of 14
