Commissioner Look expressed concern about incentive-based compensation. How much will <br />they include -what we have been working on or what's new coming up. He added that he is <br />looking ahead to the next case and it's basically the same as this case. <br />Planning Manager Miller stated that the RFQ is long term - Landfonn's proposal is interim. <br />These aze what we need as long as we own the property. This RFQ is saying what we need over <br />the next however long. Now we are asking the HRA if we should go out for an RFQ. <br />Motion by Commissioner Wise and seconded by Chairperson Dehen to authorize proceeding <br />with the issuance of an RFQ for development services for Town Center. <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Wise, Elvig, Jeffrey, <br />McGlone and Ramsey. Voting No: Commissioner Look. <br />Case #7: Consider Proposal from Landform for Continued RTC Work <br />Planning Manager Miller stated that Landform has been assisting the City Council and the <br />Steering Committee with refining the vision for the Ramsey Town Center since July. There have <br />been several Steering Committee meetings, a public open house, community focus group, and <br />numerous stakeholder meetings. In September, the HRA approved an additional $4,000, <br />increasing the contract amount from $23,000 to $27,000 to complete the scope of services. This <br />amount was exclusive of the trip to Altoona, which was an additional $3,000. In September, Mr. <br />Lazan proposed to provide services while the HRA considers contracting for development <br />services. The proposal is for an estimated amount of $15,000 per month, with Mr. Lazan <br />performing. the majority of the work himself. This would be on an as needed basis. She asked <br />the HRA to determine if there is a need for the interim services proposed by Mr. Lazan or if this <br />can be resolved by the RFQ. <br />Commissioner Elvig asked if this is for 90 days. <br />Ms. Miller stated that would be based upon discussion. <br />Motion by Commissioner Elvig and seconded by Commissioner Look to recommend accepting <br />Mr. Lazan's proposal for 90 days. <br />Further discussion: Commissioner Look inquired how many Mr. Lazan felt he could accomplish <br />in 90 days. Mr. Lazan replied that the scenario with the dashboard is deals in progress -the rest <br />would be on a deal by deal basis. Commissioner Look stated that this is coordinating marketing <br />efforts. He thinks the lion's share of this will be taken care of in 90 days. Mayor Ramsey stated <br />that Landform develops this dashboazd and does this work in 90 days. The contract is up -what <br />good will that dashboard be if we hire someone different in 90 days. We may as well not bother <br />keeping him for 90 days either. Chairperson Dehen suggested letting staff direct what they need <br />to get from Landform on an as-needed basis. He added he is not in favor of holding someone on <br />a retainer - if we need him - we do it - if we don't - we don't. He did not know if the dashboard <br />is the best way to go. Do an exit strategy - he is in favor of.getting out. Commissioner Jeffrey <br />inquired if we pay Landform to develop this dashboard, don't we own it then?
