into Landform for "life"? Mr. Lazan stated he would give it up going forward but any other <br />developer would be more comfortable with their own piece. Deputy City Administrator Nelson <br />added that any work proposed becomes the City's. City Administrator Ulrich stated that he <br />would recommend support of this because he feels it is important to keep the momentum going. <br />The City would benefit from keeping this relationship going with Landform. Regarding the RFQ <br />- that's along-term development experience -looking to carry us through for the next five <br />years. Right now that's a separate deal. He added he would suggest a not to exceed dollar <br />amount of $15,000 - he would not want it to go up to $25,000 without the HRA's knowledge. If <br />it is going up - it has to come back to the HRA. Chairperson Dehen stated he is very interested <br />in having some incentive-based meetings. He did not think the VA project needs anymore <br />pushing. He wondered if Allina comes -can staff handle that or do we have to have a consultant <br />for that as well. Ms. Nelson responded that she felt staff could work through that one. We can <br />use Mr. Lazan if we need assistance. Commissioner Jeffrey stated that at $15,000 per month, we <br />are committing to about $180,000 a year for 19 hours a week. He did not want to see this <br />explode any more. $200,000 a year buys a lot somewhere - we need to think about how much <br />work we are directing there. He expressed concern about staff layoffs and then spending this <br />kind of money. <br />Amendment by Commissioner Elvig and seconded by Commissioner Look to amend the original <br />motion to include a not to exceed amount of $15,000 per month. <br />Motion and amendment carried. Voting Yes: Chairperson Dehen, Commissioners Elvig, Look, <br />Jeffrey, McGlone, Ramsey and Wise. Voting No: None. <br />Case #2: Presentations by Department of Veterans Affairs (VA) Community Based <br />Outpatient Clinic (CBOC) Contractor/Developer Teams <br />The HRA talked briefly about the strong points of each contractor/developer team that presented <br />this evening. <br />Motion by Commissioner Wise and seconded by Commissioner Ramsey to discuss this further <br />and decide on a team at a later date. <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Wise, Ramsey, Elvig, Look, <br />Jeffrey and McGlone. Voting No: None. <br />It was noted that a case would be added to next week's HRA agenda to select the VA <br />Contractor/Developer Team. <br />COMMITTEE REPORTS <br />City Administrator Ulrich stated he would like to talk about URS and the RTC plan documents. <br />He stated we aze interested in the plans.
