Case #3: Discuss RTC Land Sales Negotiations (portion of this meeting may be closed to the public) City Administrator Ulrich reviewed the staff report and noted he had received a letter from Allina asking for a decision on a site acquisition. City Attorney Goodrich stated the meeting would now be closed to discuss land sales negotiations. Motion by Commissioner McGlone seconded by Commissioner Elvig to close the public meeting and proceed to a closed HRA meeting at 6:47 p.m. Motion carried. Voting Yes: Chairperson Ramsey, Commissioners McGlone, Elvig, Look, and Wise. Voting No: None. Absent: Commissioners Dehen and Jeffrey. City Attorney Goodrich noted the list of the people in attendance would be made public. Motion by Commissioner Elvig, seconded by Chairperson Ramsey, to recess the public meeting. Motion carried. Voting Yes: Chairperson Ramsey, Commissioners Elvig, Look, McGlone, and Wise. Voting No: None. Absent: Commissioners Dehen and Jeffrey. The meeting was recessed at 6:55 p.m. Chairperson Ramsey reconvened the public meeting of the HRA meeting in the Council Chambers. The public meeting was reconvened at 7:41 p.m. Motion by Commissioner Look, seconded by Commissioner Elvig to recess the public meeting and continue the closed HRA meeting at 7:42 p.m. Motion carried. Voting Yes: Chairperson Ramsey, Commissioners Look, Elvig, McGlone, and Wise. Voting No: None. Absent: Commissioners Dehen and Jeffrey. Chairperson Ramsey reconvened the regular meeting. The regular meeting was reconvened at 8:26 p.m. Chairperson Ramsey stated he did not know why the Commission was discussing Districts at this point. Public Works Director Olson responded there were a lot of unknowns with the transportation issue and staff wanted the Commission's feedback.
