push through by that Council. Mayor Ramsey stated he did understand that and the former
mayor did not want that form of government while he was here. Councilmember Elvig stated he
had no issue with this going to the ballot. Councilmember Look stated this was reducing the
power of future Councils and the Council here would change what was proposed. He asked what
statutory ability Councils had to reduce future Council powers without bringing it before the
residents. City Attorney Goodrich stated Councils had the right to propose Charter Amendments
and to bind future Councils to limit those powers. Councilmember Look was not sure it was
legal that current Councils could bind future Councils. City Attorney Goodrich stated this was
legal and that was how the government ran.
A roll call vote was performed by the Recording Secretary:
Councilmember Dehen aye
Councilmember Elvig aye
Councilmember Jeffrey absent
Councilmember Look aye
Councilmember McGlone aye
Councilmember Wise aye
Mayor Ramsey aye
- Motion carried.
7.07: Approve Purchase Agreement for the Purchase of Property Located in the
Highway 10 Corridor (Inter City Oil Co ("ICP") Parcel - 6021 Highway 10)
Deputy City Administrator Nelson reviewed the staff report.
Councilmember Dehen asked when the property owner had complained about too high of a tax,
what was the starting amount. Deputy City Administrator Nelson responded she did not have
that number, but she believed it was around $750,000.00.
Motion by Councilmember Elvig, seconded by Mayor Ramsey, to enter into a Purchase
Agreement with Inter City Oil Co. for purchase of the parcel of land located at 6021 Highway 10
NW, Ramsey, Minnesota (PIN 35-32-25-31-0012), for a total purchase price of $879,200.00
which amount is to be funded by a Metropolitan Council RALF loan. This motion is contingent
upon formal approval by the Metropolitan Council approving the Purchase Agreement, entering
into a Loan Agreement with the Metropolitan Council, the parcel owner being responsible for the
demolition expenses incurred in removing the structures on the parcel and upon City Attorney
approval of the Purchase Agreement's legal terms, including environmental issues upon final
negotiation with the parcel owner.
Further discussion: Councilmember McGlone asked staff to research the name of the contractor
that removed the burned structure on the parcel: Councilmember Dehen stated he was going to
vote against this because it appeared there was a huge disparity between what the City was
paying for it and what the property owner was satisfied paying taxes on.
