Ramsey Town Center 14`h Addition/Allina Medical Clinic <br />Final Plat <br />April 27, 2010 <br />Page 2 of 3 <br />Easements: It appears that a portion of the proposed structure may encroach on the easement for sign <br />purposes. In discussions with City Staff, it was discussed incorporating the structure as part of the <br />proposed Ramsey Town Center signage planned for the corner. City Staff is generally supportive of <br />this request as long as traffic sight vision at the intersection is maintained, subject to approval of the <br />City Council and Anoka County Highway Department. An easement encroachment agreement or <br />vacation of a portion of the easement is required for the encroachment. A five (S) foot drainage and <br />utility easement should also be included along the north property lines of this proposed <br />subdivision. <br />Right-of--Way Dedication: Sufficient right of way was dedicated as part of the plat for the Ramsey <br />Town Center Addition. No additional right of way is proposed to be dedicated as part of the plat. <br />Utilities: Municipal utilities are proposed to be connected in Sunwood Drive, rather than Peridot <br />Street. This does eliminate the need for additional easements and provides more flexibility in site <br />planning for Outlot A in the future. However, this will impact traffic patterns on Sunwood Drive <br />during construction. A plan must be submitted for this proposed work for review by City staff, and <br />should the City approve this alternative utility plan, the work must be completed under traffic, be <br />brought to grade at the end of the day, and paved within 24 hours. <br />Municipal Water and Sanitary Sewer Trunk (Connection) Charges: The 2010 commercial water <br />and sanitary sewer trunk fees are $8,337.00 per acre and $3,824.00 per acre respectively. The total <br />for Lot 1 will be $36,483.00 for this 3.0 acre lot. Fees for the development of Outlot A will be <br />assessed upon re-platting. The charge in effect at the time the Development Contract is executed will <br />be collected. <br />Municipal Water and Sanitary Sewer Lateral Benefit Charges: Since lateral lines are already <br />stubbed to Outlot A, the plat is subject to the City's standard Lateral Benefit Charge. The 2010 <br />commercial. water and sanitary sewer trunk fees are $8,777.00 per parcel and $3,847.00 per parcel <br />respectively. The total for Lot 1 will be $12,624.00 for this 3.0 acre lot. Fees for the development of <br />Outlot A will be assessed upon re-platting. The charge in effect at the time the Development Contract <br />is executed will be collected. It is being investigated to determine whether these charges were <br />previously assessed, so these fees may not be necessary if it is found that they have been previously <br />paid. If the applicant has any knowledge to this matter they can provide the information to the City <br />for review. <br />Stormwater Management: The 2010 commercial stormtvater management fees are $4,465.00 per <br />acre, totaling $13,395.00 for this 3.0 acre lot. Fees for the development of Outlot A will be assessed <br />upon re-plattnlg. The charge in effect at the time the Development Contract is executed will be <br />collected. <br />Trail Development Fees: The 2010 commercial trail development fee is $1,090.00 per acre, totaling <br />$3,270.00 for this 3.0 acre lot. Fees for the development of Outlot A will be assessed upon re-platting. <br />The charge in effect at the time the Development Contract is executed will be collected. <br />Park Dedication: The 2010 commercial park dedication fee is $4,738 per acre, totaling $14,214.00 <br />for Lot 1. Park dedication will be assessed for Outlot A upon re-platting. The Park and Recreation <br />will be reviewing the Park Dedication requirement for Lot 1. Fees for the development of Outlot A <br />
