McManus will again make certain there are a number of parking spaces dedicated to each <br />of his neighboring tenants during their hours of operation. <br />4) Security: The Penalty Box shall hire two Ramsey Police Officers for each evening one- <br />half hour before the band starts, during the concert, and one-half hour following the end <br />of the bands' performance. The Penalty Box shall have 12 of their own security people <br />monitoring the parking lot. <br />5) Escrow Deposit: The approximate cost for Ramsey Officers working security for the <br />two-day event last August was $1,800. Staff shall require Mr. McManus to deposit <br />$2,000 in an escrow account. If there are costs incurred over and above the $2,000, Mr. <br />McManus will be billed for that amount. Any unused money remaining in the account <br />will be reimbursed to Mr. McManus. <br />6) Inspections: Mr. McManus still has to apply for a tent permit through the Fire <br />Department. Fire Inspector Matt Kohner will inspect the tent for proper aisles and exits <br />along with assuring the tent and outdoor cooking equipment meet fire code requirements. <br />Mr. McManus has already contacted Anoka County with regard to the food license. <br />7) Liquor Sales: Mr. McManus' liquor license allows him outdoor sales of liquor; <br />however, people are prohibited from walking around in the parking lot -away from the <br />concert area with alcohol. Mr. McManus shall abide by his liquor license regulations. <br />Mr. McManus will be available at the meeting for any questions Council may have. Police Chief <br />Way and Fire Chief Kapler will be present for any questions as well. <br />Council Action: <br />Motion to approve a special events permit for The Penalty Box Bar & Grill to host a tent party <br />with live music on May 7 and May 8, 2010 contingent upon the following provisions: Mr. <br />McManus shall <br />1) locate the event tent in the area specified by staff; <br />2) sign the indemnification agreement prepared by the City Attorney for additional <br />parking spaces on City property; <br />3) notify all neighboring tenants of his event in writing, have them sign off on the notification <br />and present to City staff by Friday afternoon, Apri130; <br />4) hire two Ramsey Police Officers for each evening one-half hour prior, during and one-half <br />hour following the end of the band's performance as well as his own security crew; <br />5) deposit $2,000 in an escrow account for expenses incurred (security, etc.); <br />6) apply for a tent permit with the Fire Department and schedule the tent inspection; and <br />7) abide by all liquor license regulations <br />8) allow the bands to play until midnight with volume to be turned down at 11:00 p.m. <br />- Or - <br />Motion to deny the special events permit request for The Penalty Box Bar & Grill to host a tent <br />party with live music on May 7 and May 8, 2010. <br />
