Memo <br />To: Mayor and City Councilmembers <br />From: Timothy Dwyer, Police Captain <br />CC: Heidi, Nelson, Deputy City Administrator /Community Development Director <br />CC: Jessica Hendricks, Management Intern <br />Date: 04/27/2010 <br />Re: Considerations for Go-Cart Grand Prix Race at Happy Days 2010 <br />Karl Janzen (Power by Karl Inc) of 9131 178 Ave NW Ramsey has approached <br />Councihnember Wise and the Happy Days Committee with the idea of a go-kart grand prix <br />race during the 2010 Happy Days Event. Staff has met with parties involved and researched <br />what this would entail for the City. <br />The event will bring in professional go-cart racers from around the State to compete. Drivers <br />would compete in (3) rounds of racing, at an hour per round. The course would need to be at- <br />least 500 feet long and oval shaped, and would require apit/parking area for 50-60 vehicles <br />and trailers. If the race would occur on Sunday, accommodations would need to be made for <br />on-site over-night camping in the pit area. <br />Janzen has agreed to take on the responsibility of coordinating the drivers, but is looking to the <br />City of Ramsey to come up with a location and handle the set-up and take-down. They would <br />also need us to provide a PA system and have police officers present as first responders. Since <br />the go-carts can reach speeds of 60 mph, the Police Department had concerns about the safety <br />of the viewing public and it was agreed between all parties that concrete barriers should be <br />installed behind viewing areas. Hay bails would also be brought in for placement around the <br />oval course. Upon fiuther discussion with Janzen, it was learned that the cost for these safety <br />items would be on the part of the City. The City does own concrete barriers, but there would <br />be the cost of public works labor to install the proposed (12) barriers. The City would also <br />need to purchase (200) hay bails from Al Pearson or another farmer at the estimated cost of <br />$ 3.00 per bail. The city would also take on the cost of delivery and take-down. <br />Janzen planned to utilize the parking lot of the Fountains of Ramsey, but since that time, <br />Business Owner Jim Deal has declined the use of the parking lot due to wedding going on <br />Saturday, and the fact Wells Catering will be open for business all weekend. There is a <br />pending agreement with Jim Deal to potentially allow Karl Janzen the use of the NAU parking <br />lot (for the race) and the PSD open field property East of the Fountains of Ramsey (for the <br />
