pit/parking area). Jim Deal would require a total liability release from Jansen and it is <br />suggested by staff that the City require the same. The lot would need to be cleaned up before <br />Monday morning and Jansen has requested the assistance of city staff or correctional work <br />crews to accomplish this. <br />Jansen does carry a $ 1 million business liability policy, which may or may not cover potential <br />liabilities on the part of the City of Ramsey if we endorse and participate in this event. As <br />recommended by our insurance agency (T.C. Field & Company) for the Happy Days <br />Helicopter event, it is advised that Karl Jansen agree to the same insurance requirements, to <br />wit: name the City of Ramsey as an additional insured party and ask that he provide iYSUrance <br />levels that match the tort immunity law for Minnesota Cities. (As stated in the helicopter <br />memo, $500,000 per person and $1,500,000 per occurance is the level at which the City of <br />Ramsey is currently insured at). Should there to be an incident or accident of some sort, the <br />City could be responsible for any costs that exceeded Karl Janzen's (Power by Karl) insurance <br />limits. This information is a recommendation and the Mayor and City Council members <br />could accept the lower coverage. <br />Issues that need to be resolved: <br />^ What involvement does the City of Ramsey want in the Go-cart Grand Prix? <br />^ Is the City ready to take on potential liability because this is a City endorsed Happy <br />Days Event? Do we ask Jansen to provide the additional insurance coverage as stated <br />above or do we accept lower coverage? <br />^ Is the City ready to take on the public works cost of installing concrete barriers and the <br />purchase, pick up and removal of the hay bails? Possible street sweeping costs? <br />(Exact costs unknown at this time) <br />^ Is the City in a position to pay police officers to be present during the event for viewer <br />safety and first responder needs? (see attached sheet for potential costs) <br />Once staff receives direction from the City Council, we will either work with Karl Jansen <br />and Jim Deal to facilitate this event, or we will notify all parties involved of Council <br />decision on this matter. Further research can be done at Council direction, but decisions <br />are needed in order for the Happy Days Committee to proceed with event planning.
