CITY COUNCIL WORK SESSION <br />Topic Report: Discussion Regarding Electrical <br />Inspections Program <br />By: Givonna Reed Kone, Human Resources <br />Manager/Assistant Director of Administrative <br />Background: <br />In 2009, the City Council expressed interest in establishing an electrical inspections program. If <br />the City Council wishes to establish an electrical inspections program, the City must adopt an <br />ordinance in accordance with M.S 326B.36, Subd., 4. <br />An RFP was approved by the City Council and the City received two proposals by the January <br />15, 2010 deadline. Staff recommends rejecting those proposals which were from the City of <br />Coon Rapids and Ted Hagfors. Since the January 15, 2010 deadline, staff has received three <br />additional proposals. Staff has interviewed all five contractors who expressed interest in this role <br />and the proposals are attached for your review. If the Council wishes to establish an electrical <br />inspections program, staff recommends entering into a contract with Peter Tokle. <br />Funding Source <br />In 2008, the state collected a total of $58,000 in permit revenue for inspections conducted in the <br />City of Ramsey, of which the inspector received $43,500 and the state retained $14,500. <br />Through October 2009, approximately 600 electrical inspections were conducted for which the <br />inspector received $19,977 and the state retained $6,659. Attached is a document estimating <br />permit fees for commercial and residential electrical inspections. <br />Staff would like to reiterate to the City Council that currently, electrical inspections are down, <br />however, when they pick up, the need for administrative staff will also increase. <br />City Council Action <br />1. Reject two responses to the January 2010 RFP. <br />2. Provide direction with regard to establishment of electrical inspections program. <br />3.
