Voting No: None. <br />7.02: Consider Options for Land Use Designation of 18055 Roanoke Street NW Related to <br />the 2030 Comprehensive Plan Update; Case of City of Ramsey <br />Associate Planner Gladhill reviewed the staff report. <br />Councilmetnber Dehen asked what was the City trying to do here. <br />Associate Planner Gladhill responded the City needed to be consistent with the Metropolitan <br />Council framework for the 2030 Comprehensive Plan. <br />Councilmember Look stated the City was not doing this, but the Metropolitan Council was <br />telling the City what to do and he had an issue with that. He noted the property owner had not <br />made the request and she was in fact opposing it. <br />Councilmember Jeffrey stated at the point in time that the landowner wants to sell, maybe the <br />County could have the first right of refusal. He stated he was disappointed in Met Council's <br />direction. <br />Councilmember Elvig asked if this was designated park, it would not be for sale other than to the <br />County. <br />Associate Planner Gladhill noted the potential park would not show up on the official zoning <br />map, but only on the 2030 Comprehensive Plan. <br />Karen, Anoka County Parks, noted there had been no negotiations for this park and right now, <br />the County did not have the funding. She stated the County would only buy property from <br />willing sellers. She noted the County intended to work with the property owner if/when she <br />wanted to sell. the property to the County. If the property owner did not want to sell the property <br />to the County, the County would wait to talk to the next buyer of the property. <br />Councilmember Wise believed this would have an adverse mark on the property. <br />Councilmember McGlone stated the property owner could sell the property to a private owner or <br />to an investor if she wanted to. <br />Mayor Ramsey stated he would oppose this, as he believed the property would have a diminished <br />value. <br />Councilmember Look believed a piece of property surrounded by parkland would make that <br />property very valuable. <br />City Council /April 13, 2010 <br />Page 6 of 14 <br />
