The City
has a considerable investment in the 141 miles of bituminous street for which it is responsible. It
is estimated that. the replacement costs of the bituminous and street base approach $10 million.
The City has established the practice of applying timely preventative maintenance to the
pavements to preserve this investment.

This year's program consists of seven individual projects, covering 10.2 miles. Five projects
involve crackfill/sealcoat projects covering 5.75 miles of roadway. Two projects involve a I-½
inch bituminous overlay covering 4.45 miles. The assessed cost for this year's program are as
follows: for projects 03-01, 03-02, 03-03, 03-05, and 03-07, total assessable project costs are
divided equally among the number of benefited properties. Project 03,05 will have each
benefited property assessed the average cost of the 2003 sealcoat projects, which is consistent
with policy established by Council in 1992. Project 03~04 will be assessed on. the basis of lot
area; which is the result of policy established by the Council this year.

Citizen Input

There was none.

I
I
I
I
I
I
I
I

Motion by Councilmember Zirmnerman, seconded by Councilmember Pearson, to close the
public hearing.

Motion carried.
