At their November <br />14, 2002 meeting, the Park and Recreation Commission recommended park dedication and trail <br />fees be satisfied with a cash payment. Staff recommended approval of the final plat. contingent <br />upon compliance with the City staff review letter dated March 6, 2003 and the developer entering <br />into a development a=oreement with the City. Staff noted'that a re-subdivision plan was included <br />with the request to identify possible urban lots if se,,ver and water was extended into the area. <br />That is a common practice that has been done in the past. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to approve the final plat <br />contingent upon compliance with the City staff' review letter dated March 6, 2003 and the <br />developer entering into a development agreement with the City. <br /> <br />Further discussion: Councilmember Kurak stated that she had asked staff to address the urban <br />plat since it was not included in the case and recommended that in-the future that type of plan be <br />submitted with all subdivisions. Principal Planner Trudgeon replied that they would make sure <br />that that is included in the Chapter 9 revisions. He noted that the plan does not bind anyone to <br />anything, it is only to demonstrate that a resubdivision is possible. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for an Interim Use Permitto Allow Outdoor Storage of Commercial <br />Vehicles and Equipment on a Residentially Zoned Parcel; Case of Gerald <br />Bauer <br /> <br />Community Development Director Frolik stated that On February 25, 2003 the City Council <br />reviewed a request from Gerald Bauer, fee title owner, and Able Paving, lessee, to store <br />commercial vehicles and equipment on the site of the Ramsey Shooting Center, 16130 Variolite <br />Street N.W. The interim use permit is required' because the underlying zoning of the subject <br />property is' R- 1 Residential, for Which industrial uses are not permitted. In accordance with the <br />City Council's direction on February 25, 2003, City Staff drafted findings of fact to support <br />approval of the request and a proposed permit. <br /> <br />James Couch, 15800 Traprock Street NW, Ramsey, stated that residents b~lieve that this is a <br />prodevelopment Council and Mayor and that Traprock Park is not receiving equal treatment.' He <br />also stated that it was not true that a portion of the gun .club was closed at the request of the <br />residents. The residents support the gun club, but not the commercial use. He 'felt that the · <br />Council was too closely tied to the development. <br /> <br />Bob Hamborg, 15755 Traprock Street NW, Ramsey, stated that he was opposed to the proposal. · <br /> <br />Daniel Mohr, 6721 166t~' Lane NW, Ramsey, expressed concern that the residents were not being <br />heard or were being ignored by the City council.
