Research, Inc. and Associated Retail Consulting. The City received a proposal from both <br />companies on Monday, February 24, 2003. Maxfield Research, inc. quoted a price of <br />$19,140.00 and Associated Retail Consulting submitted a bid of $90,000. Mr. Mulrooney <br />submitted a memo outlining the scope of work requested from all three groups-and provided a <br />recommendation regarding what company the City may want to enter into an agreement with <br />based on price and experience. The difference between the two proposals is how much .they are <br />estimating as reimbursable expenses and experience. Maxfield Research, Inc. has quoted $500 <br />and McComb Group Ltd. is estimating $2,500 as reimbursable expenses. Mr. MulroOney. states <br />in his. memo that the expenses item of the proposal'can be managed and negotiated prior to the <br />execution of the agreement. Experience is probably the primary difference between McComb <br />Group and Maxfield Research. McComb Group has extensive experience in retail industry and <br />has conducted market research for retail stores and shopping centers of all types. McComb <br />Group is a full service retail and real estate consulting firm specializing in market research and <br />financial stability. McComb Group has experience working in Ramsey as James McComb <br />completed a Retail Market Analysis for the proposed Town Center. Maxfield Research, Inc, has <br />a good reputation and .theY have 'experience in .conducting retail studies, however, their <br />experience appears to relate more to the housing industry. Mr, Mulrooney and City staff <br />recommend that City Council enter into a contract with McComb Group Ltd. The-City Council <br />may wish to direct staff to negotiate with McComb Group a limitation on the type of quantity of <br />reimbursable expenses associated with the study. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to enter into a <br />contract with McComb Group Ltd. to complete a market analysis study for the retail node of <br />Highway #47 and 167th Avenue NW and direct staff to negotiate with the McComb Group a <br />limitation on the type of quantity of reimbursable expenses' associated with the studyl <br /> <br />Further discussion: Councilmember Zimmerman inquired the funding'source for the study. City <br />Administrator Norman replied HRA. <br /> <br />Motion camed. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Zimmerman, Cook, <br />Elvig, Pearson, and Strommen. Voting No: None. <br /> <br />Case #11: Irrigate Central Parks Entrance <br /> <br />Parks/Utilities Supervisor Boos stated that that 2003 Capital Improvements Program projected <br />$17,000 for irrigating the new entrance area of Central Park. This project was also to .include the <br />turfed area near the baseball field if the budget allowed. Earlier this year, the Park and <br />Recreation Commission approved the specifications for the irrigation project. The request for <br />bids was divided into three alternatives. The first alternative is the entrance corner and around' <br />the tennis courts. The second alternative would also irrigate the pleasure r/nk grass (the area <br />directly south of the baseball field). The third alternative is to run a potable water line to the park <br />entrance for a drinking fountain. A vandal resistant drinking fountain is expected to be between <br />$1,500 and $2,000 and was not a part of the request for bids. The deadline for submitting <br />quotations was March 4, 2003.
