Principal Planner Trudgeon explained that staff is working on putting together a memorandum of understanding with the Ramsey Town Center LLC group and in the memorandum it states that the City will undertake the costs and then be reimbursed by Town Center LLC. Councilmember E!vig inquired if there is a policy that would require a developer to establish an escrow account. Mayor Gamec replied that escrow accounts are typically .set up at the time of application. Principal Planner Tmdgeon noted that they could require an escrow account be established with the City in the memorandum of understanding. · Counci.lmember Zimmerman stated that he would not have a problem with requiring an escrow account. - Mayor Gamec requeste~ that staff look into the issue of an escrow account further. Councilmember Kurak stated that it was very important that the City gets something on paPer that assures that the City's costs will be covered. Motion by Councilmember Kurak, seconded by Councilmember Pearson, to authorize SRF Consulting, Bolton and Menk, and Hakanson Anderson to begin work in assisting City staff in reviewing the draft AUAR for the Ramsey Town Center and instructing staff to bring forward information on the scope of this work for ratification at the March 25, 2003, City Council meeting, contingent upon the City receiving a written understanding by the Ramsey Town Center LLC. Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Pearson, Cook, Elvig, Strommen, and Zimmerman. Voting No: None. MAYOR AND COUNCIL INPUT 1) Schedule Work Session A work session was scheduled for March 18, 2003 following the Public Works Committee meeting. 2) Anoka Hockey Team Mayor Gamec congratulated the Anoka Hockey Team on Winning the state championship and requested that staff put together a letter from the Mayor and Council congratulating them.
