Principal Planner Trudgeon explained that staff is working on putting together a memorandum of <br />understanding with the Ramsey Town Center LLC group and in the memorandum it states that <br />the City will undertake the costs and then be reimbursed by Town Center LLC. <br /> <br />Councilmember E!vig inquired if there is a policy that would require a developer to establish an <br />escrow account. <br /> <br />Mayor Gamec replied that escrow accounts are typically .set up at the time of application. <br /> <br />Principal Planner Tmdgeon noted that they could require an escrow account be established with <br />the City in the memorandum of understanding. · <br /> <br />Counci.lmember Zimmerman stated that he would not have a problem with requiring an escrow <br />account. - <br /> <br />Mayor Gamec requeste~ that staff look into the issue of an escrow account further. <br /> <br />Councilmember Kurak stated that it was very important that the City gets something on paPer <br />that assures that the City's costs will be covered. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to authorize SRF <br />Consulting, Bolton and Menk, and Hakanson Anderson to begin work in assisting City staff in <br />reviewing the draft AUAR for the Ramsey Town Center and instructing staff to bring forward <br />information on the scope of this work for ratification at the March 25, 2003, City Council <br />meeting, contingent upon the City receiving a written understanding by the Ramsey Town Center <br />LLC. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Pearson, Cook, Elvig, <br />Strommen, and Zimmerman.
