The Comprehensive storm sewer plan would be paid for from the storm water <br />management fund. <br /> <br />Councilmember Zimmerman recommended that they add that City wide studies be-paid for out <br />of the storm drainage utility fund, and any local studies be paid for out of the storm water <br />management fund. <br /> <br />Principal City Engineer Otson explained that the City has only used storm water management <br />funds once. In the case of the Highlands at River Park development there was a need to increase <br />the Size of the pipe outside of the project and the City required the developer to increase the size <br />of the pipe and an overflow to the south, which was up-flow by using storm water management <br />funds they would have paid to the City. No funds were taken from the storm water management <br />fund because the development contributed more than what was needed to spend on the upstream <br />facility. In the past there has been some concern amongst members of the Council that if they <br />allow developers to use_ storm water management funds they Will run out of money, which staff <br />does not believe is the case. <br /> <br />Councilmember Zimmerman inquired as to what would happen if there are no funds available in <br />the storm water management fund and money would need to be spent on an upstream facility. <br /> <br />Principal City Engineer Olson replied that if that situation were to occur, then that developer <br />realizes than when they come in and make a request for up stream facilities it would have to be <br />done at their own cost, which has been done in the past. The problem with that is it is not fair <br />because the facilities would be a benefit to the City as well as the developer for the down stream <br />infrastructure. <br /> <br />Councilmember Kurak inquired as to how long the City had been collecting storm Water <br />management funds. ~ <br /> <br />Principal City Engineer Olson replied that they been collecting the funds since 1996 or 1997. <br /> <br />Councilmember Kurak inquired if the City has raised the .funds since 1996. <br /> <br />Principal City Engineer Olson replied no. <br /> <br />Councilmember Kurak suggested that they visit the issue every six months to make sure that they <br />should not be increasing the funds. <br /> <br />Councilmember Zimmerman inquired if there is model that staff goes by on determining rates: <br /> <br />Principal City Engineer Olson explained that the only thing staff has is a 199.8 study that. is very <br />outdated. <br /> <br />Mayor Gamec requested that staff review the fees prior to forWarding the issue to the City <br />Council. <br /> <br />Councilmember Cook stated that they will need to have funds to maintain the neceSsary permits <br />and what future demands might be in regards to storm water. <br /> <br />City Council/March 18, 2003' <br /> Page 7 of 8 <br /> <br />-155- <br /> <br /> <br />
