-156-

Principal City Engineer Olson stated that staff is suggesting a policy where all down' stream
facilities are paid for by the developer and anything up stream would be paid for by using ston:n
water management funds.

Consensus of the Council was to direct staff to proceed with creating a policy.that would be used
to define the responsibilities of developers and the City of Ramsey when it comes to the use of
Storm Water Management Fund for new developments and bring forward for formal adoption,
with staff reviewing the current fees and a six month review of the fees by the City Council.

4) Trunk Sewer Policy

Principal City Engineer Olson stated that in the past, the sewer trunk fund has paid for the over
sizing and extra depth required for new installation of the sarfitary, sewer to accommodate future
development. It has also been used to help cover the cost of sewer extensions to a proposed
subdivision by allowing the developer to use the trunk fee money that would be generated from
his site for initial construction. In an effort to control the potential "leap frog~ng" of
developments and encourage orderly development, the trunk fund money that has to be collected
was available for this purpose. Any additional expense above and beyond that amount was to be
financed by the developer. In general, this policy worked nicely for the sub trunk sewer lines but
was not useful when considering the installation of the deep, large diameter trunk lines. In those
cases, the City used a combination of Tax Increment Financing, trunk fund, and developer
moneys. Tax Increment Financing was lost as a potential funding source for the extension of
large trunk sewer pipes for residential developments. On October 8, 2002, the City Council
discussed the use of the Sewer Trunk Funds. There was discussion about developing a policy
that would require the developer to pay for all of the costs of the initial construction activities for
the trunk facility. The developer would then be able to recover the costs that were incurred Over
a period of five years as new developments were approved that utilized the trunk facilities that
were constructed.

Councilmember Elvig inquired if the developer would receive a fiat fee reimbursement or would
it include interest.

Principal City Engineer Olson replied that in the past the developers have received a flat rate fee.

Consensus of the Council was to direct staff to create a policy and forward it to the City Council
for approval.

ADJOURNMENT
The work session of the City Council adjourned at 9:30 p.m.

Respectfully submitted,

Nanci Libor
Recording Secretary
TimeSaver Off Site Secretarial, Inc.

James E.
