-300-

inventory and explanation was given to roadways that are proposed to be eliminated from the
study. A study has been prepared for half of the twelve separate projects with each containing
two separate levels of improvements. Staff proposed that periodic and preventative maintenance
includes monthly grading, dust control, and the addition of Class 5. Several policy issues need to
be discussed before the financing section of the study can be completed. The City Administrator
requested that Staff provide new Councilmembers with a copy of the study that was done last
year before a decision is made. The above mentioned study is attached to this packet.

The action was tabled to the next Public Works Committee meeting and to bring the study back
and identify a source of funding for the subsidy along with the costs included in the feasibility
study for the hybrid option.

Council Action:

No action necessary.

Case #4: Request for Functional Classification Changes for County Roads

Background:

Staff presented to the Committee a list of proposed changes and a map of increasing mobility and
access priorities that are under the jurisdiction of Anoka County. Anoka County was present to
explain that these changes will allow for use of federal funds and increase priority County
dollars.

A motion was made to direct Staff to prepare a resolution in support of the proposed changes to
the functional classification requested by Anoka County to be made available at the City Council
meeting with the Report from Public Works for ratification.

Council Action:

Pass attached resolution indicating support for the Anoka County proposed changes.

COMMITTEES/STAFF INPUT

Reviewed by:
City Administrator
Principal City Engineer

CC: 04/08/03

I
!
I
I
I
I
i
I
I
I
I
I
I
I
I
I
I
I
I
