Furthermore, residential driveway traffic often must back out into traff~c: This <br />creates even more potential safety problems. <br /> <br />Policy: <br /> <br />· No additional direct private or business access shot,Id be Permitted. <br /> <br />· Existing private residences that have access should be limited to one access point if <br /> access from a side street is nor feasible. . · <br /> <br />· Residences and businesses ne,ct co side streets should receive' their access from the side <br /> street. <br /> <br />· Restricting access movements will be considered for access points that cannot be <br /> served by a public street access. <br /> <br />Parcel Splits <br /> <br />The ability to control access can be lost as parcels are divided and split into. new lots. <br />Parcels are most often created by dividing an existing parcel (parcel split) or by undergoing <br />the formal platting process. While the platting process has provisions for plat reviews and <br />planning commission reviews, many local ordinances and subdivision regulations are <br />structured to allow parcel splits without formal review or comment. This can result in <br />agencies having to provide access to these parcels even though it may affect the corridor's <br />mobility and safety. <br /> <br />Policy: No additional parcel splits should be per-mitred without alternate access. If <br />additional parcel splits occur, access should be-provfded from a public side street or <br />frontage/backage road. Access <br />easements must be recorded to provide notice to fufure owners of'access limitations. <br /> <br />Subdivisions <br />The subdivision process provides more control to cities and planning officials. <br /> <br />Policy: Proposed subdivisions adjacent to Coun~ Road lid must be. consistent wirh the <br />access policies and spacing plan that have been developed. SubdivisiOns must provide <br />access to adjacent parcels and provide reasonable frontage, or bacicage roadways <br />consistent with the intent of this plan.
