o

Turn Lanes

Public access intersections should be desig-ned so that turning traffic is separated from'
through tra~fic to reduce the number of conflicts.

Policy: Turn lanes should be provided at ali full access and right-in/right-out iocations.

Phvate Access Points

Pr/yarc access to arterial streets is of pr/mary concern since they create additional conflict
points. Furthermore, residential driveway traffic often must back out into traff~c: This
creates even more potential safety problems.

Policy:

· No additional direct private or business access shot,Id be Permitted.

· Existing private residences that have access should be limited to one access point if
access from a side street is nor feasible. . ·

· Residences and businesses ne,ct co side streets should receive' their access from the side
street.

· Restricting access movements will be considered for access points that cannot be
served by a public street access.

Parcel Splits

The ability to control access can be lost as parcels are divided and split into. new lots.
Parcels are most often created by dividing an existing parcel (parcel split) or by undergoing
the formal platting process. While the platting process has provisions for plat reviews and
planning commission reviews, many local ordinances and subdivision regulations are
structured to allow parcel splits without formal review or comment. This can result in
agencies having to provide access to these parcels even though it may affect the corridor's
mobility and safety.

Policy: No additional parcel splits should be per-mitred without alternate access. If
additional parcel splits occur, access should be-provfded from a public side street or
frontage/backage road. If accesS from a public side street or fronrage/backage road is ngt
?Sensible, a common access location must be provided to serve all of the parcels. Access
easements must be recorded to provide notice to fufure owners of'access limitations.

Subdivisions
The subdivision process provides more control to cities and planning officials.

Policy: Proposed subdivisions adjacent to Coun~ Road lid must be. consistent wirh the
access policies and spacing plan that have been developed. SubdivisiOns must provide
access to adjacent parcels and provide reasonable frontage, or bacicage roadways
consistent with the intent of this plan. In addition, existing access locations' that: are
adjacent to the new subdivisions should be reviewed for incorporario~ into the proposed
plats.

Consulting Group.
