11. <br /> <br />12. <br /> <br /> Local efforts to restrict and close access wi]] increase traffic at full access intersections. <br /> The County and Cities should work together to plan necessary improvements to optimize <br /> the safety and capacity of the comdor with the access changes. <br /> <br /> Cities, in conjunction with Anoka Co0nty, should annually review and discuss access <br /> changes in the comdor, update access priorities and review potential funding sources for <br /> addressing access concerns. <br /> <br />Alternating a trail from side to side west of CSAH 57 (Sunfish Lake Boulevard) maybe <br />acceptable given existing residential densities and land use, however; consideration should: <br />be given to providing a trail on both sides of County Road 116 between CSAH 57 (Sunfish <br />Lake Boulevard) to TH 47. In this area, the mix of land uses on both sides of the roadway <br />suggests that it is appropriate to have a trail along both sides of County Road 116. <br /> <br />Recommended short- and medium-term priorities: · <br /> <br />· Complete the-'I-IES Project for the signalization and reconstructlon of the County <br /> Road 116 intersection at Dysprosium Street and Thurston Avenue. As part of the <br /> project, extend the four-lane divided roadway section east to Tower Pond Drive. <br /> <br />· Anoka County will work with the Cities of Anoka and Ramsey to develop a short-term <br /> access closure plan. The closure plan will use inventory information (Appendix. B)' to <br /> identify opportunities for closures and the potential. fimeframes. <br /> Anoka County should undertake efforts to change County Road l i6'S' functional <br /> classification from B-Minor Arterial to A-Minor Arterial. The County will. need to <br /> work with the Metropolitan Council to accomplish this. <br /> <br />· Anoka County should undertake efforts to change County Road 116's designation from <br /> County Road to County State Aid Highway. <br /> <br />· Anoka County and the Cities of Anoka and Ramsey should complete the proper <br /> environmental documentation for capacity, safety and access improvements that are <br /> consistent with the. overall corridor vision. <br /> <br /> Anoka County should undertake mid-range (year 2003-2010) improvements to upgrade <br /> County Road 116 to a four-lane undivided roadway from County Road 56 (Ramsey <br /> Boulevard) to CSAH 57 (Sunfish Lake Boulevard) as outlined in its 1998 <br /> Transportation Plan, except the roadway should be divided. <br /> Anoka County and the Cities of Anoka and Ramsey should pursue STP funding for <br /> expansion and access improvements. . <br /> <br />Recommended long-term priorities: <br /> <br />Anoka County should undertake, long-range (year 2011-2015) improvements to <br />upgrade Count7 Road 116 to a four-lane undivided roadway from CSAH 57 (Sunfish. <br />Lake Boulevard) to west of the Dysprosium Street and Thurston Avenue intersection, <br />as outlined in its 1998 Transportation Plan, except the roadway should be divided. <br />Local agencies should consider land use and access modifications in locations ~here <br />access does not meet corridor guidelines and no other potential access connections are <br />feasible. <br />Local agencies should use redevelopment as an opportunity to. implement access <br />changes when it occurs. <br /> <br />4 <br /> <br />SRfl' Con.~'uln'n,g Group, Inc. <br /> <br />- 55 - Februa~/2O03 <br /> <br />-3352-5 <br /> <br /> <br />
