The IUP was submitted to support. planned response actions at the . <br />Ramsey Boulevard derailment site located in Ramsey, Minnesota (Site). Additional information <br />requested by the City pertains to restoration of the Site after the response actions have been <br />implemented: ". <br />The IUP includes an access request to use city-owned property as a staging area to support the <br />response action program and a discussion explaining that city-owned property will be restored to <br />pre-existing conditions, to the extent practicable, wheh the response actions are complete. <br />However, there was no discussion of how areas targeted for remediation will be restored. The <br />following sections summarize the restoration activities planned for those areas. <br />BNSF Right-of-Way (R.O.W.) Property <br />Excavated area on the BNSF R.O.W. will be tiackfilled with clay and granular materials. Deeper <br />excavations (i.e., up to 8 feet total depth) will be backfilled to a depth of two feet below ground <br />surface using a granular fill material, or other material specified by BNSF; to ensure soil stability <br />along the tracks. A compactable material with high clay content will be used to backfill the top two <br />feet to limit future infiltration of precipitation. Bsckfilling activities will be conducted in one-foot lifts <br />below a depth of four feet and six-inch lifts from depths ;of four feet to final grade. At the discretion <br />of BNSF, the top six inches of backfill will be composed of road base fill material over all or portions <br />of the excavated areas on the BNSF R.O.W. <br />20 <br />
