Executive Summary <br />The Anoka County Highway Department has demonstrated dedication and commitment to lead <br />an improvement on TH 47 near the intersection of CR 27 in the City of Ramsey. We have <br />evaluated the safety of several county road intersections along TH 47 and observed that the <br />approach to the CR 27 intersection from the north lacks the appropriate sight distance <br />necessary for safe traffic movement in this area. It has been determined that lowering the <br />profile of TH 47 will drastically improve the safety for traffic negotiating the intersection in <br />question. There has been a significant investment of resources in design, survey, and traffic <br />analysis to develop this cooperative improvement project. We believe that this is an excellent <br />opportunity to partner with Mn/DOT to provide acost-effective solution to the safety <br />problems at TH 47 and CR 27. <br />The proposed TH 47 / CR 27 project includes the following improvements: <br />• Lower the profile of TH 47 approximately 2.50 feet from the intersection of CR 27 north <br />approximately 667 feet. <br />The benefits to TH 47 and CR 27 associated with the above-mentioned improvements include: <br />• Improve sight distance for vehicles traveling south on TH 47 approaching the intersection <br />of CR 27. <br />• Improve sight distance for vehicles turning onto TH 47 from CR 27. <br />• Reduced probability of accidents at this intersection due to insufficient sight distance <br />along TH 47. <br />• Provide safe turning movements for vehicles entering TH 47 from CR 27. <br />• Provide positive guidance and increase public support by improving roadway geometrics <br />on TH 47 and CR 27. <br />• Cost-effective stewardship and management of Mn/DOT and Anoka County Highways. <br />The preliminary cost estimate for the construction of this project $249,322. Anoka County is <br />requesting Mn/DOT pay 100% of the improvements since they are all associated with TH 47. <br />Additionally, 10 percent will be added for engineering and administration creating a total cost <br />of $269,268. This project is a low expenditure solution to a geometrically deficient intersection <br />and is consistent with Mn/DOT and Anoka County safety performance measures. We look <br />forward to a successful submittal in the preservation category of the FY 2010 Cooperative <br />Agreement Program and working collaboratively with Mn/DOT to complete this needed <br />project. <br />County of Anoka <br />Cooperative Agreement Submittal <br />T.H. 47 / C.R. 27 ~?~~~ <br />
