I. History /Project Needs <br />Currently TH 47 approaching CR 27 from the north is a no passing zone. With increasing traffic <br />volumes on this segment of roadway, the potential for conflict is also increasing (see Mn\DOT <br />traffic volumes in appendix). The risk for crashes is likely higher in the A.M. when the right turn <br />onto TH 47 from CR 27 is most frequent. The AM peak hour turning counts for this intersection <br />can be found in the appendix of this application. Drivers traveling south on TH 47 face the <br />possibility of vehicles pulling out in front of them due to the decreased reaction time <br />associated with the present geometrics, creating an increased crash potential (see figure 3 in <br />appendix). Vehicles turning on to TH 47 from CR 27 have difficulty making an accurate <br />judgment on vehicle spacing due to the existing crest vertical curve on TH 47. Vehicles traveling <br />south on TH 47 are not visible until they emerge from below the crest of the road about 530 <br />feet from the intersection (see figure 4 in appendix). At this distance, it takes roughly 6 <br />seconds for a car traveling at 60 miles per hour to reach the intersection. This amount of time <br />is limited to adequately allow a driver to enter TH 47 and accelerate to the posted speed <br />without impeding vehicles already traveling south. If this condition were to be improved, traffic <br />moving south would have the opportunity to reduce their speed if turning movements are <br />occurring at the intersection of CR 27, in turn reducing the potential for crashes at the <br />intersection. <br />To preserve Mn\DOT and State Aid standards along this portion of TH 47 and eliminate the <br />potential for severe accidents, Anoka County believes that this improvement will be of <br />significant value to Mn/DOT, Anoka County and their stakeholders.
