LRRWMO Meeting Minutes
May 27, 1993
Page 12
Weaver queried whether Waco Street is in and blacktopped yet.
Jankowski confirmed the street is there, but no lots are
built yet. Weaver further queried whether the current
property owner has sold lots where easement would be required
to achieve redirection of the runoff. Jankowski's response
was "No". He went on to state the City of Ramsey granted
final plat approval, but added the condition that any addi-
tional easements required would be handled through separate
documents.
Weaver stated he continues to believe this is the time to
take the appropriate action and have the developer comply
with current standards and requirements.
Perry noted that the homes are not built yet; but when they
are, there will be'fertilizer, etc. used on the lawns which
will also be part of the runoff. He preferred that there be
sedimentation before the runoff reaches the Rum River.
Weaver stated he would like to see the developer use the sump
in Waco Street to redirect the flow into the wetland rather
than permit it to go directly into the Rum River. This is
the time to do it when there are no houses in there. Weaver
queried whether the sewer lines are in. Jankowski confirmed
that they were. The storm sewer would have to be extended.
However, not all work is done. Although, the new street
would have to be broken into.
Jankowski confirmed that these are not riparian lots. He
further stated there are other adjacent lots nearer the Rum
River which do not drain into the river; they drain to a low
point. _
Jankowski provided a map of the existing grades.
Weaver queried the cost of diverting the flow from Waco to
the west. .Jankowski indicated the storm sewer at the loca-
tion where he would have to tap into is approximately fifteen
feet deep in some locations. The main cost would be to
repair and retrofit the pipes. Weaver stated. with the 127
lots in this development, these costs could be distributed.
He did not feel there would be that much additional cost.
Schultz queried whether the development has already .been
platted. Jankowski confirmed the final plat was approved the
first part of May. Schultz noted that the preliminary
grading plan did not come before the LRRWMO. Weaver added
that the developer was grading prior to the last meeting. It
did not affect what we were considering.
