<br />LRRWMO Meeting Minutes <br />May 27, 1993 <br />Page 13 <br />Jankowski stated the board's. requirements on the drainage <br />issue could be addressed in a development agreement by <br />separate document should any easements be required. Such a <br />possibility was anticipated. However, the question is does <br />this board want to require him to do even more than reduce <br />the direct flow into the Rum River. Jankowski indicated he <br />was of the opinion that what the developer is proposing is a <br />reasonable measure. He felt the developer has taken remedial <br />action by taking out more direct runoff than he will be <br />adding. <br />Weaver noted, however, that the requirements are the LRRWMO <br />will not permit any runoff to go into a Class A water body <br />without sedimentation and treatment. Beduhn confirmed said <br />requirements. <br />Motion was made by Weaver, seconded by Perry, to REQUIRE THE <br />DEVELOPER OF AMBER RIDGE TO INCLUDE A DIVERSION STRUCTURE <br />WHICH WILL DIVERT FLOW OF SURFACE WATER FROM THE RUM RIVER <br />INTO THE SDENTIFIED WETLANDS WESTERLY OF WACO STREET. <br />3 ayes - 1 naye (Jankowski). Motion carried. <br />Beduhn reported receiving the plans for this permit applica- <br />tion some time ago. He indicated he is a client of Anoka <br />County and, because of that, spoke with Schrantz and Anoka <br />County on how to proceed. Both authorized him to go ahead <br />and review this on behalf of the LRRWMO. <br />Beduhn indicated that Anoka County is asking to fill 0.15 <br />acres of Type 3 wetland and will mitigate on a 2:1 basis. As <br />part of this project, the applicant also proposes to mitigate <br />for wetlands from County Road 58 improvements, 0.16 acres, <br />per agreement made in 1992 with the LRRWMO board. In total, <br />the applicant proposes to fill 0.31 acres of wetland and <br />construct 0.62 acres of wetland for replacement. Beduhn <br />stated there is no issue with water quality. He. recommended <br />approval of the proposed mitigation plan and suggested the <br />applicant submit as-built drawings indicating the wetland <br />mitigation was constructed as indicated in case the Corps of <br />Engineers want to alter mitigation plans.. This application <br />meets LRRWMO plan requirements. <br />Weaver noted the "Water Quality" portion of Beduhn's written <br />review of the proposed county project, indicating all of the <br />drainage from this 116 project is within the Round Lake <br />
