He provided a chalk board drawing of the area <br />and drainage flow and went into some detail about the <br />proposed project. <br />Beduhn stated Anoka County has applied for a Corps of <br />Engineers permit for this project. He recommended the LRRWMO <br />grant approval for this project unless the Corps responds <br />negatively. <br />Motion was made by Weaver, seconded by Perry, to APPROVE THE <br />WETLAND MITIGATION PROJECT BY ANORA COUNTY, BUT RESERVE THE <br />RIGHT TO REVIEW SHOULD THE ARMY CORPS OF ENGINEERS' COMMENTS <br />ALTER THE MITIGATION. <br />4 ayes - 0 nayes. Motion carried. <br />MISCELLANEOUS ITEMS/BARK ENGINEERING <br />Beduhn indicted he is attending this meeting "on the house" <br />as it were so that he might get a feel for how the board <br />operates and, in return, board members might become more <br />acquainted with him. <br />Beduhn stated during the February Barr Engineering interview, <br />he became aware of the board's concern that its Consulting <br />Engineer keep accurate records of telephone calls, etc. The <br />form Beduhn uses for recording telephone calls was presented. <br />He also recommended an example of a numerical recording <br />system for billing purposes and suggested the board consider <br />its use for greater efficiency in identifying expenditures. <br />Beduhn provided a sample copy of the Shingle Creek <br />Watershed's project review application form. He reported he <br />many times gets plans for review and has not received autho- <br />rization to spend time reviewing them by way of a permit <br />application. <br />Jankowski suggested the LRRWMO add an authorization portion <br />to its permit application form. Beduhn concurred, suggesting <br />a "City Authorization" signature line be added along with the <br />date. Schultz stated the permit number would be the <br />authorization, as is currently done. Mikkonen noted that the <br />board's previous position had been, and .was supported by <br />Schrantz, was not to hold up projects if possible, but rather <br />to call the city LRRWMO representative/City Engineer if <br />necessary and obtain approval to proceed with the review <br />prior to receiving the permit application and check. It <br />would then be understood the charges would be identified <br />through that city until the permit check came through.. The <br />
