There is a blocktop trail proposed <br />for the area near the river on the northeast part of the <br />plat. <br />Jankowski stated his position is the new development will not <br />be generating one additional drop of water going directly to <br />the Rum River. He predicted that similar situations will <br />occur in the future. According to Schrantz and Weaver, all <br />the more reason to set a precedent at this point. <br />Jankowski stated he thinks the developer will first build on <br />the northeast corner of the plat because it is ready to go. <br />Weaver queried whether those will be riparian lots. <br />Jankowski stated they are not. Although there will be a <br />fairly good slope on those lots, they will have single family <br />ownership. <br />Schrantz referenced page 32 of the Water Management Plan <br />addressing the filling of wetlands in regard to sedimentation <br />basins. He recalled that as part of the plan, the LRRWMO <br />adopted NERP guidelines which require the use of water <br />quality in urban areas. Practicing water quality in urban <br />areas is part of PCA guidelines for its permit process. <br />Schrantz stated no matter what we do, this development will <br />still have to follow all requirements of this plan whether <br />our engineer looks at it or not. <br />Motion was made by Weaver, seconded by Schrantz, to FORWARD <br />THIS PLAT OF AMBER RIDGE TO THE LRRWMO CONSULTING ENGINEER <br />FOR REVIEW AND COMMENT AND TO DO IT WITH A &~N6E OF URGENCY <br />SO THAT CONSTRUCTION CAN PROCEED IN ALL HASTE.S~J°F <br />Schrantz acknowledged that Jankowski can still say this <br />project does not need a permit; however, the rest of the <br />board can still send it to the LRRWMO engineer.
