! 4 <br />LRRWMO Meeting Minutes <br />April 16, 1993 <br />Page 3 <br />engineer were to review it and, if such is the case, give us <br />the "OK" before we approve it; or have him suggest what it <br />would take to make this proposed development follow our <br />approved plan. <br />Schrantz concurred that this should be sent to the LRRWMO <br />engineer if Jankowski does not wish to write the letter <br />indicating the City of Ramsey takes full responsibility. <br />Weaver added that this development surely was not a last <br />minute creation. Jankowski agreed it was not. Weaver stated <br />this board must comply with its reasons for being in <br />existence. He predicted that Jankowski and the City of <br />Ramsey will be the better for sending this on to the LRRWMO <br />Consulting Engineer. It was noted the developer is already <br />grading. Jankowski stated he will not get to the storm sewer <br />for some time yet. Schrantz stated if he is grading he needs <br />a permit from the PCA because of possible erosion. <br />Again, Jankowski noted the developer is planning a positive <br />effect to the Rum River by directing existing drainage away <br />from the river. He felt some consideration should be granted <br />in that area. Weaver concurred that is gratifying, but still <br />our engineer needs to acknowledge that and address the plan <br />accordingly. Schrantz stated that should the plan go only <br />through the LRRWMO board members, the board must assume full <br />responsibility of properly interpreting our plan. Jankowski <br />continued to argue in defense of the developer, suggesting <br />that surely certain issues should be a judgement call on the <br />part of this board. How much effort and additional expense <br />do we make this developer go through in addition to what is <br />required in the plan? <br />Schrantz queried what Ramsey's plan is for cleaning up water <br />quality. The LRRWMO plan is somewhat flexible, but the <br />cities still have to follow our plan. They must also follow <br />the best management practices of the PCA and/or BWSR also. <br />Anything the cities do must follow the best management <br />practices. <br />Jankowski stated the city is requiring him to provide for <br />sedimentation prior to discharge into a major water body. <br />Schrantz indicated that is for any wetland before the water <br />gets there; in every wetland according to wetland <br />legislation. Jankowski disagreed. Schrantz went on to state <br />the 1991 wetland legislation requires us to follow BWSR or <br />PCA's best management practices, and that is developing <br />outside the wetland. <br />Weaver indicated a classic application of that is the <br />Riverdale Mall.
