LRRWMO Meeting Minutes <br />November 18, 1993 <br />Page 8 <br />Cease and Desist Order #0914 -Robert Dickinson. Andover <br />Haas reported that Cris Lord, Anoka Conservation District, has now indicated he will send <br />Robert Dickinson a letter outlining the timeframe to comply with the restoration order with <br />copies to the LRRWMO. <br />Consensus was reached to allow the Anoka Conservation District to resolve this matter. <br />NEW BUSINESS <br />BWSR Seminar Renort <br />Jankowski provided a report of the recently held BWSR Seminar, reviewing topics discussed <br />and exemptions mentioned. <br />Beduhn reported on the second day of the Seminar which included calculating sample <br />mitigation scenarios. <br />Jankowski questioned the potential for future MSA roadways to impact wetland areas and <br />potential for exemption if the roadway is included in the city's comprehensive plan which <br />was approved by the Metropolitan Council. Beduhn agreed controversial projects may result <br />in using the appeal process which tends to stall projects. It was noted BWSR will be holding <br />another seminar later this year. <br />Beduhn explained that some communities are involved with wetland mapping and <br />documenting, and building a data base, while other communities want to handle it on a <br />project by project basis. He explained if this is what the LRRWMO wants to do, they <br />should prepare a permit application packet with enough information so the applicant can <br />prepare the right submittals. He added that development in wetlands will become more <br />difficult under the new rules and suggested a new application form be provided to alert the <br />applicant of what the procedure entails. <br />In response to Weaver's question, Beduhn stated the new rules need to be adopted by <br />January 1, 1994. He reviewed a sample resolution provided by BWSR for the adoption of <br />and operation under the new rules. It was noted that if the LGU does not adopt such a <br />resolution, the State can impose a wetland fill moratorium <br />Consensus was reached to direct the Administrative Secretary to prepare a similar <br />resolution for consideration at the December 16, 1993 meeting. <br />Permittin¢ Process -Require Permits for Every Platting Development <br />Haas suggested all projects be required to apply for a permit, except for maintenance <br />projects, so the LRRWMO has the opportunity for review. <br />
