LRRWMO Meeting Minutes
November 18, 1993
Page 8
Cease and Desist Order #0914 -Robert Dickinson. Andover
Haas reported that Cris Lord, Anoka Conservation District, has now indicated he will send
Robert Dickinson a letter outlining the timeframe to comply with the restoration order with
copies to the LRRWMO.
Consensus was reached to allow the Anoka Conservation District to resolve this matter.
NEW BUSINESS
BWSR Seminar Renort
Jankowski provided a report of the recently held BWSR Seminar, reviewing topics discussed
and exemptions mentioned.
Beduhn reported on the second day of the Seminar which included calculating sample
mitigation scenarios.
Jankowski questioned the potential for future MSA roadways to impact wetland areas and
potential for exemption if the roadway is included in the city's comprehensive plan which
was approved by the Metropolitan Council. Beduhn agreed controversial projects may result
in using the appeal process which tends to stall projects. It was noted BWSR will be holding
another seminar later this year.
Beduhn explained that some communities are involved with wetland mapping and
documenting, and building a data base, while other communities want to handle it on a
project by project basis. He explained if this is what the LRRWMO wants to do, they
should prepare a permit application packet with enough information so the applicant can
prepare the right submittals. He added that development in wetlands will become more
difficult under the new rules and suggested a new application form be provided to alert the
applicant of what the procedure entails.
In response to Weaver's question, Beduhn stated the new rules need to be adopted by
January 1, 1994. He reviewed a sample resolution provided by BWSR for the adoption of
and operation under the new rules. It was noted that if the LGU does not adopt such a
resolution, the State can impose a wetland fill moratorium
Consensus was reached to direct the Administrative Secretary to prepare a similar
resolution for consideration at the December 16, 1993 meeting.
Permittin¢ Process -Require Permits for Every Platting Development
Haas suggested all projects be required to apply for a permit, except for maintenance
projects, so the LRRWMO has the opportunity for review.
