LRRWMO Meeting Minutes <br />October 21, 1993 <br />Page 4 <br />Conservation Mentor -Fall 1993 /City of Anoka October. 1993 Newsletter Article <br />No action required. <br />BWSR Guidelines for Water Retention <br />Jankowski and Haas commented that they reviewed the Guidelines. Jankowski stated they <br />are fairly specific regarding quantitative issues. Haas added that cities have to make sure <br />regulations are followed to ensure adjacent properties are not impacted. <br />Letter from Tom Hovey Re arding Correspondence <br />Jankowski reported he spoke with Hovey, DNR, to assure the LRRWMO is notified of <br />when violations have occurred and/or been corrected. Hovey indicated he asked Cathy <br />Brehm to make sure the LRRWMO is notified of corrective actions that are taken. <br />REPORT OF OFFICERS <br />Fourth Quarter 1992• First Second and Third Quarter 1993 Reports -Ramsey <br />Jankowski distributed and reviewed a status report for Ramsey projects as of October 15, <br />1993 (attached). The Commission reviewed each project included in the report. <br />Schultz asked if permits are required if drainage goes into a sedimentation pond before the <br />wetland. Haas commented that in Andover the developer must comply with the WMO Plan <br />but would not need a permit if there is no residential development being constructed and <br />it does not affect Class A or B waters. <br />The Commission briefly discussed DNR Protected Wetland 114-P. Jankowski pointed out <br />this is a unique water body since it is designated as Class B but the northern portion is <br />similar to other DNR protected wetlands. Weaver commented that four of Ramsey's <br />projects have outlets into 114-P which may make the wetland a Class B. <br />Schultz questioned the need to redesign sedimentation ponds if additional projects are <br />allowed to use them. Haas agreed and explained that Andover will be establishing and <br />designing a plan for sedimentation ponds so they can predetermine how to handle this type <br />of situation. He added that the developer is given the WMO Plan requirements and <br />required to design for what will ultimately go into the system. <br />With regard to this particular area, Jankowski explained that the ponds were looked at in <br />a comprehensive manner during the preliminary plat stage. He asked how costs are shared <br />if the pond needs to be substantially larger than what is actually needed for a particular <br />development. Haas stated Andover would assess the area of benefit. <br />
