<br />LRRWMO Meeting Minutes <br />October 21, 1993 <br />Page 6 <br />Weaver concurred and suggested Beduhn provide the LRRWMO with a copy of forms being <br />used in other districts. <br />Haas recommended that prior to making a final inspection, Barr Engineering be asked to <br />certify that the construction was completed as submitted and approved. He suggested that <br />the developer's engineer also be required to certify that the work was completed as designed. <br />Schultz asked if the LRRWMO would become involved in mediation with the developer if <br />Barr Engineering does not feel the project meets design standards. He also asked how the <br />LRRWMO would collect additional funds to cover this cost. Haas stated Andover has a <br />development contract and will not release any escrow funds until all issues are addressed and <br />satisfied. <br />Jankowski suggested the inspection form be brought up when the Engineer is present at the <br />November 18, 1993 meeting. The Commission agreed. <br />Not available; placed on November agenda. <br />Permitting Process <br />Haas asked if developers should be required to submit applications on all projects to assure <br />that none are missed and the WMO Plan is complied with. He reported that the Coon <br />Creek Watershed requires permits on all projects, even plats that are not adjacent to a ditch <br />or lake. <br />Schultz expressed concern regarding whether the work is completed as the design. plan <br />indicates. Haas agreed. Schultz stated another concern is where the drainage water <br />eventually ends up, which is compounded as more area develops. He pointed out that once <br />maximum development is reached, new wetland areas may be created that did not previously <br />exist. __ <br />Jankowski stated even if the LRRWMO does not require an actual permit, perhaps they <br />should require a formal reporting process so the WMO knows about the project before it <br />is completed and issues can be raised at the beginning of the project. <br />Weaver stated he feels requiring permits in the case of platting is very reasonable. <br />Jankowski agreed and asserted it may simplify the process. <br />Haas stated he is more comfortable with a review by the LRRWMO engineer to assure <br />compliance with the plan as submitted. <br />Weaver suggested the LRRWMO take these issues under advisement and ask other WMOs <br />what they generally do.
