LRRWMO Meeting Minutes <br />September 16, 1993 <br />Page 2 <br />less permit account balance of $4,998.83, for a total available savings account balance of <br />$81.79; and certificates of deposit totaling $27,000.00; for a current total balance of <br />$32,090.62. <br />Knutson informed the Board that a bill for legal services will be submitted shortly which he <br />felt would include a substantial amount of work. He added that all cities have completed <br />payment of their entire 1993 dues; Andover made payment last month, and Anoka and <br />Ramsey paid the second one-half of their dues this month. <br />With regard to permit application fees, Knutson pointed out the LRRWMO has refunded <br />two permits since their projects were completed. He added the Kobbs Addition in Andover <br />is still under construction and not approved for a refund at this time. <br />Weaver asked if reimbursement of engineering expenses was included in the budget. <br />Knutson explained this amount is due from Andover and will probably come back to the <br />LRRWMO. He stated he will check into it. <br />Motion was made by Ottensmann, seconded by Weaver, to accept the Treasurer's Report <br />for the period ending August 31, 1993. Vote: 3 ayes, 0 nays. Motion carried. <br />PAYMENT OF BILLS <br />Knutson presented a bill from Barr Engineering in the amount of $1,845.37 for professional <br />services from July 4 to July 31, 1993. Due to a difference of $111 between the detail and <br />summary sheets, he recommended approval be given to pay $1,734.37. Knutson reviewed <br />the charges included in the invoice, explaining the amount charged for attending a WMO <br />meeting, work relating to wetland conservation for the LRRWMO, and for permit review. <br />Weaver expressed concern that the LRRWMO be charged only for work that directly relates <br />to Lower Rum River issues. He added that work being done which applies to all watershed <br />organizations should be billed on a proportionate amount. <br />Knutson informed the LRRWMO that Barr Engineering has indicated they covered the <br />research expense since it would, if fact, apply to all watershed organizations. In response <br />to :Weaver's question, .Knutson indicated the invoice does not indicate the scope of the <br />research, .only a general comment. <br />Jankowski reminded the Board that they had directed Barr Engineering to prepare a <br />detailed memo regarding implications of the Wetland Act, how it will impact the budget in <br />1994, and outlining the process which the LRRWMO should follow for implementation. <br />Mark Smith, Mark of Excellence Homes, arrived at 8:50 a.m. <br />
