LRRWMO Meeting Minutes <br />July 15, 1993 <br />Page 9 <br />Schultz reminded Pearson the other change was the removal of <br />language addressing land equalization costs. Pearson advised <br />that any changes in this proposed agreement will have to be <br />taken back to Andover for reconsideration. <br />Jankowski acknowledged that if this board does not comply <br />with these requirements as spelled out in the state statutes, <br />some agency above us will take over control. <br />Weaver reiterated that best management practices are what we <br />are going to be permitted to use in addressing these future <br />concerns of the discharging of storm water directly into the <br />river. <br />Pearson reviewed the board's requested changes to the pro- <br />posed Joint Powers Agreement, including that member cities <br />will use the best management practices required to meet state <br />and federal statutes and regulations. Consideration will <br />also be given to the ability of the member cities to fund <br />related capital improvement projects. Pearson stated he <br />would take into consideration the board's position as dis- <br />cussed during this meeting, make the appropriate changes to <br />the proposed Joint Powers Agreement, and provide a clean copy <br />of those amended pages. <br />In answer to a' brief question as to whether or not the <br />position of LRRWMO Administrative Secretary must be posted, <br />Pearson advised it was not necessary to do so. <br />Discussion with Consulting Engineer re Upcoming Expenditures <br />Beduhn provided the board a general overview of the plan <br />update contents. He referenced his July 12, 1993, memorandum <br />to the LRRWMO outlining the nine major issues which mint be <br />addressed in the updated water management plan. A copy of <br />Minnesota Rules Chapter 8410 was provided. <br />Beduhn stated that much of the updated plan content require- <br />ments can be included by reference to other approved <br />documents, which will help to keep the cost down for the <br />LRRWMO. As far as budgeting for the plan update, he sug- <br />gested the board and he determine a schedule of plan accom- <br />plishments; initially, what can be accomplished in 1994. <br />Beduhn confirmed some of the information required in the <br />updated water management plan is generic for all watershed <br />districts for which Barr Engineering works. <br />Weaver referenced the draft plan of the National Park Service <br />for the Mississippi River Corridor, suggesting this board <br />wait to update its plan until the State Legislature completes <br />its actions on how this Mississippi River Corridor issue will <br />
