Pearson <br />stated this board is mandated by the state to do certain <br />things. He confirmed that BWSR will have an impact on the <br />National Park Service plan. This board has no option but to <br />do what the state tells it to do. Weaver went on to indi- <br />cated that he is a member of the National Park Service <br />Commission and reported that said commission suggested state <br />legislation be requested by the National Park Service to <br />require that all local standards conform with National Park <br />Service standards and be enforced by the Metropolitan <br />Council. Pearson predicted that suggestion will not get <br />through the State Legislature. <br />Upon further discussion of the content requirements of the <br />updated LRRWMO Water Management Plan, Beduhn referenced <br />Minnesota Rule 8410 addressing the "Impact on Other Units of <br />Government". He noted that as a part of the plan process, <br />this board has to request of other agencies their policies <br />relating to water management which will have to be coordi- <br />nated in the LRRWMO plan or explained why this board does not <br />comply with certain agency policies. <br />Pearson added that the National Park Service encourages the <br />coordination of state and local plans. Weaver feared the <br />National Park Service will impose its methods on others. <br />Pearson felt there would be political arguments which could <br />be raised against such actions. <br />There being no further discussion on legal issues, the board <br />took a five minute recess at 10:50 a.m. as Pearson prepared <br />to leave. The meeting was called to order again at 10:55 <br />a.m. <br />Beduhn went on to state he would- strongly recommend the <br />updating of the LRRWMO Water Management Plan be staged. He <br />indicated, with the board's permission, he would take a look <br />at the work tasks and provide the board with a summary on the <br />timing of different activities along with a cost estimate on <br />these tasks. Said schedule can be discussed at a future <br />date. <br />Weaver queried whether this board is permitted to spend <br />$50,000 without inviting engineering proposals. Rnutson <br />stated there would be no problem in that aspect. <br />Beduhn stated he proposes to take a close look at how much of <br />this information currently exists and the status of where <br />other agencies are on these policies and procedures. <br />
