He asked if the LRRWMO also wanted Barr Engineering to review <br />the application. <br />Schultz stated he felt the LRRWMO should address drainage issues to make sure they are <br />handled correctly. He pointed out the LRRWMO maybe concerned about different issues <br />than addressed by Anoka County or the MPCA. <br />Jankowski explained that discharge from this site will go into a sedimentation pond without <br />an outlet. The compost material will have a moisture content of 40% to 50% and will be <br />stockpiled against a fifteen foot high vertical wall. He agreed that a heavy rainfall may <br />result in some runoff, but he did not anticipate a significant amount of runoff from the <br />storage areas since the material has the consistence of sphagnum moss. <br />Schultz asked if drainage will occur from the building when the material is initially brought <br />onto the site. Ferguson asked if the trucks are washed out before leaving the site. Schultz <br />stated he supports requiring an application so the LRRWMO can review the operation, ask <br />questions and make comments. <br />Jankowski explained the applicant received a Conditional Use Permit from Ramsey but still <br />needs to submit a site plan. At that time, he indicated he would notify them of the need to <br />make application to the LRRWMO. He noted that the MPCA and Anoka County will be <br />looking closely at the stockpiles and suggested their reviewal be submitted as part of the <br />LRRWMO permit so Barr Engineering has adequate information for review. <br />Haas commented that the applicant may not feel a LRRWMO permit is necessary since it <br />is an industrial operation; however, they do need to comply with the Local Water <br />Management Plan. <br />ADJOURNMENT <br />A motion was made by Ferguson, seconded by Haas, to adjourn the meeting.
