<br />LRRWMO Meeting Minutes <br />December 16, 1993 <br />Page 6 <br />Schultz introduced the following resolution and moved its adoption: <br />RESOLUTION OF THE LOWER RUM RIVER WATERSHED MANAGEMENT <br />ORGANIZATION (LRRWMO) FOR ADOPTING THE PERMANENT RULES OF THE <br />WETLAND CONSERVATION ACT. <br />The motion for the adoption of the foregoing resolution was seconded by Ferguson. Roll <br />call vote: Jankowski, aye; Ferguson, aye; Haas, aye; and Wear, aye. Motion carried. <br />s~4,, t <br />The Administrative Secretary was directed to send a cover letter and copy of Resolution <br />93-02 to BWSR, DNR, Army Corp of Engineers, Anoka County Soil & Water Conservation <br />District, Beduhn, Pearson and member cities. <br />NEW BUSINESS <br />Annual Renortine Reauirements/BWSR Checklist <br />The Administrative Secretary stated a letter and reporting requirement checklist had been <br />received from BWSR indicating deficiencies in the LRRWMO's 1992 Annual Report. <br />The LRRWMO reviewed deficiencies noted on the checklist and directed the Administrative <br />Secretary to gather requested documentation and prepare a draft letter for consideration <br />at the January 20, 1994 meeting. <br />Proposed Compost Site, Ramse <br />Schultz questioned the proposed 80 acre compost site in Ramsey and whether it will <br />generate run off. <br />Jankowski reported the operation would be located on a 63.5 acre site but only occupy one <br />to one and one-half acres. It involves an organic waste compost facility where they accept <br />food waste from restaurants and supermazkets, mix it with chopped wood waste and sewage <br />sludge to obtain the needed moisture content. The material is then placed in a bay and <br />rotated for 18 to 27 days. Following this process, the material is taken from the building <br />and placed on a paved surface storage area over the winter months. This material will be <br />sold to those in the top soil business and some may be incorporated into a borrow area <br />azound the landfill when the cap is placed on the landfill. <br />Jankowski stated the Ramsey City Council dealt with a CUP for this operation at their last <br />meeting and brought up concerns regarding odor and protection of ground water. He <br />pointed out these issues may also be addressed by the MPCA and Anoka County since they <br />also require permits. Jankowski stated he would not object to requiring them to apply for <br />a LRRWMO permit; however, he questions member's technical expertise to review an <br />
