LRRWMO Meeting Minutes <br />June 23, 1993 <br />Page 13 <br />MISCELLANEOUS <br />Weaver reported the City of Anoka is exploring the possibil- <br />ity of constructing a lock on the Rum River Dam to promote <br />greater boat access. A feasibility report on such a project <br />is expected by the city within sixty days. He added there <br />has been some residential concern expressed about the pos- <br />sibility of creating additional traffic on the Rum River <br />above the dam. The Anoka City Council will be considering <br />those concerns. The costs for such a project will be <br />significant. <br />Weaver further reported it has been found that the flow of <br />the water in the Rum River and over the dam can at times be <br />felt in the Anoka City Hall. This could create a long-term <br />impact on structures abutting the river; however, there is a <br />way to resolve that. There is a back swirl of water from the <br />dam created by the structure itself. Weaver stated he would <br />provide this board with a copy of the feasibility report when <br />it is available. <br />Weaver indicated there. is a lot of attention focused on the <br />Coon Rapids Dam. Owners are concerns about whether the dam <br />will even remain in the river. He indicated there is an <br />upcoming breakfast meeting with representatives of these four <br />member cities, indicating that discussions will focus on the <br />impact this Coon Rapids Dam situation could have on our <br />communities. <br />As an added item of interest, Weaver reported the Cities of <br />Anoka and Champlin are proposing a Slow/No Wake Zone in the <br />area of the connecting Mississippi River bridge from the <br />downstream side of the temporary bridge to the upstream side <br />of the old bridge. He stated that speed boats going through <br />that area now are traveling at speeds as high as 90-100 miles <br />per hour. The safety of fishing boats straying into the river <br />proper from within this area is a major concern. Weaver <br />reported the two City Councils are meeting this evening to <br />discuss that and other issues. <br />Mikkonen drew the board's attention to a revised LRRWMO <br />permit as of June 14, 1993. She urged all to use this when <br />future permit applications are made. <br />Mikkonen also reported being informed of a farmer who's land <br />is adjacent to the Highway 10 weigh station. This is <br />reportedly quite low land, and the farmer reportedly has <br />difficulty getting his crops out during wet years. She <br />indicated she was told because of this problem, the farmer <br />has installed some sort of drain field which collects into a <br />
