Mikkonen recalled that Chair
Schrantz had attempted to get the WMO's to organize but was
unsuccessful. He, therefore, had recommended that this WMO
attempt to join the watershed District organization.
Jankowski felt LRRWMO members should make every effort to
attend the next Metro Chapter of Watershed Districts meeting.
1518
Mikkonen indicated the LRRWMO has received no information
indicating a resolution to these cease and desist orders.
Perry stated according to the procedure followed with the
others discussed at the beginning of the meeting, there is
nothing this board has to do until a letter is provided to
the person served the order.
Jankowski suggested the LRRWMO set up an agenda of outstand-
ing cease and desist orders, making a list of those not
satisfied or restoration orders that have not been completed.
Beduhn. recommended this organization keep track of who has
issued the cease and desist orders and the restoration
status, also any costs incurred by the LRRWMO and its member
cities resulting in such actions. He reiterated that with
proper recording procedures, the LRRWMO could recover 'its
costs associated with the administration of this wetland
conservation program. Beduhn again referenced the May 18,
1993, memorandum from John Jaschke, BWSR, addressing this
issue.
Beduhn advised that between July 1, and December 31, 1993,
this board will have to adopt the permanent program IF the
bill is signed by the Governor, which is expected to happen.
The LGU will have to adopt the new rules. He recommended the
board have its legal counsel advise it on the new rules.
