LRRWMO Meeting Minutes <br />January 20, 1994 <br />Page 5 <br />Weaver stated that Anoka is the host City for this project and if City staff does not object <br />to tabling this request, he would not hesitate to concur with the Engineer's recommendation <br />to table until response and comment are received from other agencies. <br />Motion was made by Haas, seconded by Ferguson, to table further consideration of Permit <br />No. 93-13, Shoal Removal Plans for Rum River Bridge, until input has been received fmm <br />other commenting agencies and the Engineer recommends approval. Vote: 4 ayes, 0 nays. <br />Motion carried. <br />Weaver commented on the study prepared by Peter Fisher. Schultz stated staff has this <br />report on file. Haas requested a copy of it. <br />LRRWMO Application #93-12 -Review of Peninsula Park <br />Brandenburg reported that Anoka was successful in receiving a $435,000 to build an <br />historical park on the Mississippi River. Site selection was done by the National Park <br />Service and MnROD, and is to be one of the areas included as the Minnesota Regional tau ~ ({ A~ <br />River and Recreational Area. The City will contnbute about $200,000 through staff, labor <br />in construction of the park, plus funds. The City is in the process of preparing plans and <br />specifications. Hakanson-Anderson will be preparing the topographical elevations to assure <br />existing elevations. <br />Brandenburg reviewed the proposed curb cuts, bituminous area, low area and surface <br />drainage areas. A structure is proposed which will include a picnic shelter pavilion, <br />classroom, bathrooms, and will be built in the shape of a sawmill to reflect the history of the <br />area. <br />Jankowski questioned access into the park. Brandenburg explained that the access issue <br />remains to be resolved. Schultz clarified that the flood plain elevation is 844.7. <br />Schultz questioned the existing fencing. Brandenburg pointed out the fence location and <br />stated they are working with the MWCC to connect with their fence. They plan to move <br />the gate to provide total security from the road to the River. Schultz expressed concern that <br />the fishing not be removed because it may result in people using other resident's <br />property. Brari enburg stated he would like to leave this matter open for discussion. He <br />added they are flexible regazding the fence and if a problem is created they can remove <br />several sections of fencing, etc. <br />Jankowski noted the amount of impervious surface is known and the Engineer has calculated <br />the amount of runoff and storage needs. He read the Engineer's comments expressing a <br />concern regarding water quality and that drainage from the parking lot area will directly <br />impact the Rum and Mississippi Rivers. <br />
