The <br />City has hired Peter Fisher, a registered engineer, to comment on the impact of removing <br />the shoal. Brandenburg reviewed data prepared by Hakanson-Anderson Engineering <br />showing the centerline profile with channels as they exist to determine how much material <br />needs to be removed. He also reviewed across-section diagram and explained they would <br />like to excavate to an elevation of 827.2 (6" to 12" of material would be excavated). <br />Brandenburg noted they have submitted two alternatives: one with a 40 foot channel and the <br />other with a 25 foot channel to minimize the impact. The 25 foot channel would require <br />excavating 160 cubic yards of material, and the 40 foot channel would require excavating 292 <br />cubic yards of material. He reviewed pictures of the River and commented one of the <br />DNR's concerns is the possibility of a negative impact on the bedthick community and flood <br />plain area. Brandenburg pointed out the stone castle island (832 elevation) which the PCA <br />suggested could be used to place material around. <br />Brandenburg commented on the difficulty in determining the timing for this project since <br />it needs to be scheduled to coincide with placement of boards to provide more time to <br />operate in the River. <br />Jankowski suggested this item be tabled so the LRRWMO can review comments submitted <br />by other permitting agencies who will define areas of concern and make comments on the <br />construction operation needed to minimize impact. He asked when Brandenburg expects <br />to receive comments from the DNR and Corp of Engineers. Brandenburg estimated that <br />the PCA will be responding in approximately 45 to 60 days. <br />Schultz questioned the river bottom material and asked if this operation is far enough away <br />from the piers so no damage results. Brandenburg stated the bottom is a sand and light <br />gravel mixture and they. do not anticipate damage to the piers. He explained they may <br />contract this project out, depending on the option selected. They anticipate using a trackhoe <br />which requires a skilled operator. Jankowski asked if a dragline could be used. <br />Brandenburg explained why a trackhoe would be better and estimated there would be at <br />least 30 truck loads of material to be removed which could damage the riverbank if they are <br />required to remove it from the area. <br />Weaver questioned the impact of delaying this request until a response is received from <br />other agencies. Brandenburg explained they will have to wait 60 days for the PCA response <br />so he will need a response from the LRRWMO by April. Schultz pointed out the boards <br />are usually not in place until June, depending on the-weather. <br />Jankowski commented that this project only involves 160 to 200 yards of material, which is <br />small in scope but may stir up a lot of sediment in the River. <br />
