LRRWMO Meeting Minutes <br />December 15, 1994 <br />Page 11 <br />Obermeyer suggested that the City may want to require a covenant placed on the title of the <br />property so all future property owners are aware of the circumstances. Weaver and Schultz <br />agreed this would be the best solution. <br />Consensus was reached to suggested to the City of Anoka that they require a covenant on <br />the title of the property and directed Beduhn to indicate in his letter the LRRWMO <br />recommends they consider upgrading the system but drainage is a local issue and it has <br />been referred to the City of Anoka. <br />LRRWMO Permit #94-15 - Sunwood Drive Review - Ramsev <br />Jankowski explained this project pertains to the proposed construction of Sunset Drive which <br />involves two wetlands that will be unavoidable from impact. He provided a detailed review <br />of the proposed project, alignment and wetland location. He reported that Ramsey has <br />applied to the DNR to cross the wetlands but they denied their first plan which involved <br />filling a 200 foot wide strip through the wetland with the use of two large box culverts and <br />piping at the end of the wetland. The DNR has suggested they consider some other <br />alternative that would be more acceptable to them. The Ramsey Council has suggested <br />looking at constructing a bridge across the center of the wetland with fill on either end of <br />the bridge. <br />Jankowski requested LRRWMO support for the proposed alternative (bridge) and that any <br />mitigation required to address the DNR wetland and/or LGU protected wetland be lumped <br />together. <br />Beduhn explained that he has not received the actual permit application for this project but <br />the basic wetland permitting materials have been submitted. He noted the wetland area <br />within LRRWMO jurisdiction and that this would be the first mitigation the LRRWMO has <br />gone through. Beduhn reviewed the process that would be involved and that notice of the <br />permit and mitigation consideration would have to be published in the Environmental <br />Quality Board Monitor. Then the LRRWMO will have to review and if approved, do a <br />findings of fact, notify of approval, and request comment. After that period of time, the <br />project could be started. <br />Jankowski asked if two notices would be needed, one for the DNR and one for the LGU. <br />Beduhn indicated this is correct and maybe a CORE notice would be required. <br />Jankowski explained the Ramsey Council is not enthusiastic about building a bridge but he <br />suggested they see if the DNR will approve 1/2 a bridge (filling on ends) since the <br />alternative of constructing the project without a wetland crossing would be a "long term <br />prescription for disaster" and not result in the best transportation system. <br />
