LRRWMO Meeting Minutes <br />October 20, 1994 <br />Page 6 <br />Motion by Perry, seconded by Ferguson, to authorize the execution oP a No Loss Certificate <br />as advised by Barr Engineering. Vote: 4 ayes, 0 nays. Motion carried. <br />OLD BUSINESS <br />Newsletter Article -Coon Rapids <br />Ferguson stated he will rework the EPA article regazding construction activity. <br />Not available; tabled to November 17, 1994 meeting. <br />Joint Powers Agreement -Update RE: Ramsey <br />Jankowski reported the Joint Powers Agreement (JPA) is still on hold and he does not know <br />if it will be resolved to Ramsey Councilmember Hazdin's satisfaction. It was noted the JPA <br />was to be finalized by August of 1993. <br />Weaver commented that perhaps Councilmember Hardin needs to be advised that the <br />LRRWMO may be on shaky legal grounds since they aze in violation of State Statutes. He <br />asked if Councilmember Hardin should be invited to a meeting so he can review his <br />concerns. <br />Jankowski explained Councilmember Hardin is concerned about capital improvement <br />projects that might happen which benefit just the Rum River basin but all of Ramsey would <br />be assessed when only about 2/3 of their area drains into it. <br />Perry expressed concern that one person has held up this entire process. He agreed with <br />Weaver that Councilmember Hardin should be invited to a meeting so the mater can be <br />finalized. <br />No action taken; tabled to November 17, 1994. <br />NEW BUSINESS -None. <br />ADJOURNMENT <br />A motion was made by Weaver, seconded by Ferguson, to adjourn the meeting.
