LRRWMO Meeting Minutes <br />September 15, 1994 <br />Page 6 <br />within the regional facility now under construction, and the City requests current approval <br />of the application based on that commitment, with no additional individual on-site control <br />required. <br />In response to Weaver's question, Harwood reviewed the elevation of the pond and stated <br />it is 9.3 acre feet. He reiterated that the pond is lazge enough to accommodate anticipated <br />impervious surface runoff from the three Stone Construction projects. Harwood suggested <br />the City of Anoka look at future potential plans for development and where pond expansion <br />could occur, probably west of the existing pond. <br />Ottensmann pointed out that the LRRWMO will have to review as each development takes <br />place to determine adequacy of the pond. Harwood agreed and emphasized that the existing <br />pond is adequate for the three permits before the LRRWMO today. <br />Jankowski noted Beduhn is recommending the permits be tabled to the October 20, 1994 <br />meeting. Harwood explained this is a fairly intensive development and it is important they <br />get the buildings started before winter. He anticipated starting subgrade work within the <br />next several weeks and stated delaying consideration for one month would result in a <br />significant impact. He stated erosion control plans for the entire district were included with <br />the overall plans as originally approved and suggested permit approval contingent upon <br />erosion control review and approval by Beduhn. <br />Weaver noted the majority of the azea to be served by the pond is currently undeveloped. <br />Harwood concurred and stated they will have to assure the pond will handle future <br />developments as they occur. <br />In response to Jankowsld's question, Harwood reviewed erosion control measures and stated <br />there will be no off-site erosion from these three projects. <br />A motion was made by Haas, seconded by Ottensmann, to approve LRRWMO Permits #94- <br />10 (Royal Engineering), #94-11 (Carbide Tool Services, Inc.) and #94-12 (Reliant <br />Engineering) subject to review and approval of erosion control plans and run off curve <br />numbers by Beduhn and submittal of application form and permit fee for #94-12. Vote: <br />4 ayes, 0 nays. Motion carried. It was also noted that no grading can occur until these <br />issues are addressed and approved by Beduhn. <br />Permit Application Deadline <br />Haas commented that the AEP projects have been discussed for the past nine months so <br />everyone was familiaz with what is going on but the Stone Construction permits were just <br />received yesterday which limited the time available for Beduhn's review and <br />recommendation. He commented on the importance to maintain the two week deadline <br />prior to the meeting date for permit application submittal to assure adequate time for <br />reviewal. <br />
