<br />LRRWMO Meeting Minutes <br />September 15, 1994 <br />Page 5 <br />A motion was made by Weaver, ,seconded by Haas, to approve LRRWMO #93-13, Rum <br />River shoal removal as recommended by Beduhn and direct the Secretary to Porward <br />Beduhn's comments and the notation about bridge scour inspection to the City of Anoka <br />and DNR. Vote: 4 ayes, 0 nays. Motion carried. <br />Schultz reviewed the anticipated work and explained that the draw down will take about five <br />days once the Coon Rapids Dam is opened (October 26th). He estimated it will be <br />November 1 or 2 when the Anoka boazds aze removed and the shoal removal will be <br />conducted. <br />LRRWMO #94-04 -Lund Industries EAW Update <br />Jankowski reviewed the PCA memorandum dated September 1, 1994 indicating the project <br />does not have the potential for significant environmental effects and approval of a Negative <br />Declaration. <br />Informational; no action required. <br />Jankowski reviewed the September 14,1994 memorandum from Beduhn indicating the three <br />permits are for buildings within the Anoka Enterprise Park (AEP) within the tnbutary <br />watershed of the Phase II pond for the Enterprise Park. The Phase II pond was designed <br />as a regional .treatment facility which eliminates the need for each parcel to have an <br />individual pond. Beduhn's memorandum indicates the review of this permit is focused on <br />the verification that the land use as proposed is consistent with the design assumptions for <br />the regional basin design. <br />With regard to water quality and quantity, Beduhn indicates his computation of the <br />proposed developments has a SCS curve number of 93 to 94 indicating they will generate <br />greater amounts of runoff than previously assumed by Hakanson Anderson. Because of this, <br />Beduhn recommends some additional on-site water quality and quantity control measures <br />maybe needed or subsequent developments will have to be significantly less intense land use <br />than the current properties under review. Beduhn's memorandum also indicates he had <br />insufficient time to complete his review regarding erosion and sedimentation control plans <br />for the proposed developments. Because of this, Beduhn recommends the permit be tabled <br />until the October meeting. <br />John Harwood, Hakanson Anderson Assoc. Project Engineer, submitted a memorandum <br />dated September 15, 1994 indicating the pond shape has been revised to conform with final <br />area platting and data on the revised pond shape shows conformance with previously <br />submitted design data. He reported that it is the stated intent of the City of Anoka that all <br />water quality and quantity control from the three properties under consideration be provided <br />
