LRRWMO Meeting Minutes <br />June 22, 1994 <br />Page 3 <br />Haas asked if there is a drainage easement over Lot 2. Coleman responded there will be. <br />Schultz pointed out that the drainage pond will be fenced. <br />Coleman provided a brief explanation of the Anoka Industrial Park property, property <br />ownership, the City's work with replatting to facilitate the Lund request, and proposed street <br />design. <br />Motion was made by Weaver, seconded by Ferguson, to approve LRRWMO Permit #94-04 <br />submitted by Lund Industries subject to approval by Beduhn. Vote: 4 ayes, 0 nays. Motion <br />carried. <br />DNR Permit 94-6209 -City of Ramsey <br />Jankowski explained that this permit involves the extension of Sunfish Lake Boulevard from <br />County Road 5 to County Road 116. Since wetlands will be impacted, the City of Ramsey <br />has made application to the DNR to fill two wetlands in conjunction with this project. <br />This item was tabled to the July Zl, 1994 meeting pending response from the DNR. <br />LRRWMO Permit #94-OS - AEP Industrial Site -City of Anoka <br />Coleman explained she contacted Beduhn regarding the need to determine whether or not <br />the area involves a wetland. She pointed out the location of the property in question. <br />Weaver asked if the City of Anoka (as owner of the property) should hire a wetland <br />delineator, if needed. Jankowski agreed and reviewed several companies that do this type <br />of work. <br />Haas noted that the Coon Creek Watershed District has prepared a list of consultants. <br />Ferguson explained that the City of Coon Rapids handles their own delineations and has <br />also established a list of firms they feel are qualified to perform delineations. <br />Consensus was reached to table further consideration pending Beduhn's response whether <br />a wetland area is involved. <br />JOINT POWERS AGREEMENT -UPDATE RE: RAMSEY COUNCIL <br />Jankowski reported that one member of the Ramsey Council expressed concern regarding <br />voting powers. A meeting was held with Jankowski, the Ramsey City Attorney and the <br />Councilmember to review the Joint Powers Agreement (JPA) and State statute that <br />empowers this type of agreement. This meeting resulted in the awareness that many things <br />included in the JPA were required by State statute and a recommendation for two wording <br />amendments to the JPA.
