LRRWMO Meeting Minutes <br />June 22, 1994 <br />Page 2 <br />Motion was made by Weaver, seconded by Ferguson, to authorize payment to Timesaver <br />Off Site Secretarial for $184.25 and Barr Engineering for $297. Vote: 4 ayes, 0 nays. <br />Motion carried. <br />Due to the presence of Ross Able, Hakanson-Anderson Assoc., Inc., Jankowski suggested <br />the agenda be revised to consider the Lund Industries, Inc. permit request. <br />PENDING PROJECTS/PERMIT REVIEWS <br />LRRWMO Permit #94-04 -Lund Industries. Inc. -Anoka Industrial Park <br />Ross Able, Hakanson-Anderson Assoc., Inc., reviewed the site on Thurston Avenue in the <br />Anoka Industrial Park being considered by Lund Industries, Inc. for a new <br />manufacturing/dismbution building with attached corporate offices. <br />Able reviewed the grading and drainage plan as well as existing and proposed pond locations <br />and elevations. The existing pond was constructed in 1987-88 but they feel the run off rate <br />it will handle is substantially less than what will occur with the proposed development plan. <br />Several meeting were held with Lund Industries and Anoka staff resulting in a two phase <br />plan. Phase 1 will accommodate the 13 acres used by Lund for their building and parking. <br />Phase 2 will accommodate future expansion of six acres, the ultimate development. <br />Able reported that Barr Engineering has reviewed the proposed drainage plan and concur <br />with the design, flow determinations and sediment controls. He noted that in order to <br />accommodate the proposed development, the pond was designed to outlet at 13 cfs at an <br />elevation of 856.5 (1.5 feet are currently not being utilized). <br />In response to Jankowski's question, Able explained there will be an outlet pipe down <br />Thurston and then to the Mississippi River. A restriction will be built into the pipe that <br />limits flow upstream to 41 cfs. <br />Jankowski asked if Bob Beduhn (Barr Engineering) has addressed sedimentation prior to <br />discharge. Able responded that he has approved sedimentation in the existing basin because <br />of the pond depth and outlet elevation. <br />Melinda Coleman, Anoka City Planner, explained Lund Industries would like the option of <br />choosing which area they will use -either expanding the existing pond or using Lot 2. Lund <br />may also want the option to use the area on the west side for parking. <br />Jankowski indicated support for the pond on the north and stated he has no objection to the <br />proposed plan as long as it meets the sedimentation and retention regulations of the WMO <br />Plan. <br />
