He stated he does not <br />see how the proposed amendment is an improvement and felt it may even open the door <br />for conflict that is not necessary. He noted the LRRWMO has done a good job in handling <br />matters without significant disagreement between the parties. He stated he does not want <br />to add variables for conflict to arise. <br />Jankowski asserted that the proposed wording amendment clarifies the intent. <br />Schultz stated from the beginning of the WMO there was a question about this and it was <br />decided that whatever area received benefit would participate in the cost. He felt the JPA <br />says exactly that. <br />Ferguson felt both were trying to get at the same thing, but the amended version determines <br />the boundary would be at the sub-watershed level. Also, if a negotiated amount cannot be <br />reached it would require a 2/3 vote of'the membership to use something other than the <br />50%/50% mechanism. <br />Weaver suggested that the proposed amendments also be forwarded to Pearson (LRRWMO <br />attorney) for his opinion and recommendation. <br />Consensus was reached that the attorney for each member city review the amendments <br />proposed by Ramsey. Jankowski stated he will fax the amendments to Curt Pearson for his <br />review and recommendation. This item was tabled to the July 21, 1994 meeting. <br />NEW BUSINESS <br />1994 Local Water Plannine Challenee Grant Proeram <br />Jankowski reported Beduhn has indicated the LRRWMO may be eligible for this grant <br />($5,200), if Anoka County decides to participate. The grant money (50% cost share between <br />the LRRWMO and BWSR) is to be used to implement priorities set out in the LRRWMO <br />Water Management Plan. It was noted that the application deadline is July. 18, 1994. <br />Jankowski reviewed Beduhn's memo which indicated in order to qualify for the grant, the <br />LRRWMO would need to approve Phases 1-4 (data collection and assessment) for the Plan <br />update. <br />Schultz questioned the need to have a State approved and locally adopted groundwater plans <br />pursuant to Minnesota Statute. 103B.255. <br />Jankowski suggested Beduhn be authorized to prepare an application at an amount not to <br />exceed four to five hours, or $300. He noted that since the deadline is July 18th, it may be <br />necessary to schedule a special meeting to act on this matter. <br />
