LRRWMO Meeting Minutes <br />May 19, 1994 <br />Page 3 <br />In response to Sshttltz' question, Jankowski explained the Ramsey Council's main concern <br />is just the principle of it and their concern with unequal representation. <br />Weaver pointed out that Anoka, Andover and Ramsey have more development activity than <br />that of Coon Rapids, and Coon Rapids can be more objective since the impact to their city <br />is minimal. <br />Jankowski agreed it is important to keep Coon Rapids as a participating member of the <br />WMO with significant voting rights. However considering the Ramsey Council's standpoint, <br />Jankowski commented that there may not need to be equal voting rights (perhaps Anoka, <br />Andover and Ramsey have Z votes and Coon Rapids has 1 vote). <br />Haas agreed that Coon Rapids needs to be included in the process. <br />Weaver noted that elected officials sometimes have a perspective that is different than that <br />of the staff. <br />Weaver offered to attend the May 24, 1994, Ramsey Council meeting to provide them with <br />an explanation of Coon Rapid's contributions to the LRRWMO. <br />CONSIDERATION OF COMMUNICATIONS <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder, noting <br />they do not require action. <br />Jankowski reported that BWSR has a 1994 Local Water Planning Challenge Grant Program. <br />Beduhn commented that this type of program is usually for out-state counties. <br />Cease & Desist Order #3765 -Harris Stuart <br />Cease & Desist Order 3780 -Steven Fries <br />Jankowski reviewed the two Cease & Desist Orders and reported that another one may be <br />issued in Ramsey, south of 153rd and east of Ramsey Boulevard. <br />Informational - no action required. <br />REPORT OF OFFICERS <br />Fourth Ouarter 1993 Reports -Anoka. Coon Rapids. Ramsey <br />Schultz submitted and reviewed Anoka's Fourth Quarter 1993 Report. Weaver <br />complemented Schultz on the new, more easily read, reporting format. <br />
