LRRWMO Meeting Minutes <br />May 19, 1994 <br />Page 2 <br />JOINT POWERS AGREEMENT -UPDATE FROM MEMBER CITIES <br />Weaver announced that the City of Anoka has approved the Joint Powers Agreement (JPA) <br />as submitted. <br />Haas noted that Andover has already adopted the previous JPA, prior to recent revisions, <br />and he will place the revised JPA on the Council agenda once Ramsey and Coon Rapids <br />have approved it. <br />The Administrative Secretary informed the Board that the JPA is on the Coon Rapids <br />Council agenda for May 24, 1994, but it may be tabled due to concerns expressed by the <br />Ramsey City Council. <br />Jankowski reported that the Ramsey Council objected to the voting rights of various <br />members based on the percentage of LRRWMO dues (Coon Rapids dues equal 2% of the <br />budget and they have one full voting right -equal to other member cities who pay a higher <br />percentage). Jankowski explained that the Ramsey Council has asked him to approach the <br />LRRWMO to request reconsideration for a proportionate voting share based on percentage <br />of dues paid. He noted that the LRRWMO Attorney has indicated that this is legally <br />possible. <br />Jankowski then reviewed data provided by Andover staff regarding the operating cost <br />contributions and voting privileges of other WMO's in the Metro area. It was noted that <br />virtually all WMO's use an equally split scheme of voting (1 member = 1 vote). Only <br />Central Ramsey WMO has modified voting privileges according to monetary contribution <br />(St. Paul receives 2 votes while the other 3 members receive only 1 vote). Jankowski agreed <br />that assigning voting privileges strictly proportional to contribution would not be workable <br />since it would put Coon Rapids in a position where their vote would be minimal. <br />Weaver commented that he appreciates what Jankowski and the Ramsey Council are saying; <br />however, he felt the LRRWMO was fortunate to have the County's largest city involved, one <br />that has a very sophisticated staff and huge resources which they readily make available to <br />the LRRWMO. Weaver pointed out the work done by Coon Rapids on the JPA, and that <br />while their actual dues may be an insignificant percentage, their staff participation is a much <br />larger contribution. <br />Weaver asked if Ramsey felt the LRRWMO had placed them under a hardship since they <br />are the largest financial contributor and there is not a proportionate voting power. <br />Jankowski stated he felt the LRRWMO member cities have worked well together in a spirit <br />of cooperation to uniformly enforce the standards of the WMO, but the Ramsey Council <br />is expressing some concern based on dues and voting privileges. <br />
