LRRWMO Meeting Minutes <br />December 15, 1994 <br />Page 5 <br />Haas pointed out that the JPA addresses that each member city will need ordinances and <br />plans which meet the rules of the Plan, but while Andover already has a WMO plan, other <br />member cities will probably not develop their plan until the LRRWMO update is completed. <br />He added that the LRRWMO member cities work well with each other and he wants that <br />to continue. <br />Obermeyer advised that once the LRRWMO Plan is updated, member cities have up to two <br />years to complete their local plans. <br />Jankowski thanked Beduhn and Obermeyer for their presentation. <br />Discuss RFP Proposals from SEH and Barr En mg Bering <br />Weaver indicated that from his perspective, he supports accepting the SEH proposal with <br />the contingency eliminated, making it $26,000. He added that both aze excellent firms but <br />he was willing to move the SEH contract if they aze willing to accept $26,400 as a not to <br />exceed figure for a full blown study (contingency would be dropped). <br />Jankowski agreed both firms would do an adequate job but he assumed the contingency <br />would be spent since it is a not to exceed price. Jankowski stated he thinks the updated <br />Plan will vary significantly in content from the existing Plan. <br />Haas asked if the work is based on an hourly rate so since it is a not to exceed contract, the <br />actual figure could be less. Jankowski indicated this is correct. <br />Schultz stated he does not think the Plans will differ significantly and no one has indicated <br />they want a significant change from the Plan existing today. He pointed out that the Plan <br />must be updated every five years any way. <br />Jankowski commented that he does not find the existing Plan to be a good guide and it is <br />not something he reviewed very frequently. He hopes the updated Plan will be one that is <br />easily used and implemented. <br />Schultz asserted that cities will use their local plan often but perhaps not the LRRWMO <br />Plan. He pointed out that the updated Plan will basically give guidelines to member cities <br />on how to finish their local plan. <br />A lengthy discussion ensued regarding the cost breakdown between the SEH and Ban <br />Engineering proposals and the grant that has been approved for Tasks 1-4. <br />Weaver asked if there was any value in having a second agency involved in the Plan update. <br />He asked if this would give the LRRWMO the benefit of another professional review of this <br />area and the LRRWMO's role in the mission they have. He supported the SEH proposal <br />since it is lower in cost plus provides the benefit of having a second perspective. <br />
